This is the router that came fairly highly recommended back in the day when I was looking then I got a down spiral cut bit for my plunge cuts (1/4" since that is what the jasper jig uses), a few roundover/chamfer bits, and a flush trim... Bosh makes pretty good bits for the price so I usually stick with them. Looks like amazon is even running a $20 off dewalt tools right now too.
As far as a "bench" you don't need anything fancy most of my work has been done on a piece of 2'x4' ply on saw horses. With powertools you don't have much lateral force so you don't need something as sturdy as you would if you're using planes, hand saws, and chisels. You just have to be careful about making sure things are balanced and clamped properly so you don't accidentally tip your work surface. Bonus is that it can be folded up and stored easily and if you need a special spot to clamp just right I just cut into the ply.

I really like the Bosch 1617EVSPK (currently $200 at Amazon). If that's too far out of the budget, I'd go with a Craftsman 27683 ($125 at Sears).
I think you'd really benefit from the versatility offered by a kit with fixed and plunge bases, as well as the ability to accept 1/2" and 1/4" collets.

I don't know what she's paying for her current service, but I have Ooma, which acts as a replacement landline service that I forward my Google Voice number to. The Telo base is currently $73 at Amazon. After that purchase, Ooma only charges taxes each month ranging from $4 to $7.
The relative could possibly port the number to Ooma (odd that she can't to Google Voice) and forward the number to her cell.
Black and Decker is generally on the low end of things. It might be ok for occasional use but don't expect it to be high end. That's a plunge base, is that what you need or is fixed base acceptable?

I recently upgraded from a craftsman router to a Bosch 1617 I can’t say enough good things about this router. It has made life so much more accurate and easy on my projects. It can be mounted under portable router table.
Routers are super useful! She'll eventually want more than one. I have 4, but 2 of them see the most use.

Then there is the little rigid trim router. It's incredibly useful and I use it all the time with a round over bit. Not sure what your budget is but this time of year they have a good sale on it with a sander as well. It's actually cheaper to buy both than the router by itself lol.
The rigid kit would make a great gift and would be the one I recommend to start. Then buy her a big router next year!
Bosch 1617 is one of the best affordable routers on the market. Get the kit with fixed and plunge because of the value, but you could just always leave the plunge on it if that's what you want.

The Bosch 1617EVSPK and Dewalt DW618PKB kits are both excellent choices. I have used both of these routers many times and would recommend either without reservation.

A local pawn shop just posted a bosch router, 1617EVS with a skil bit set for $99, that’s $70 cheaper than new, how much wear might it have? They have really good reviews and it sure looks to be pretty bulletproof. What could be wrong with it or what should I look for to decide if I should buy it? They have a 5 day money back guarantee so I could put it through it’s paces and if anything’s wrong I could take it back.

Router can be very dangerous, use it only as it is supposed to be used. In other words, if you need plunge router, buy one. Same with a router table. Read up in each power tool you purchase to learn how to use it properly and safely. Don’t be tempted to just wing it and start using without reading safety information.
THERE IS A PLUNGE BASE YOU CAN BUY FOR YOUR MODEL OF ROUTER. Personally though I would buy another larger router which includes a plunge base to give more versatility for your projects.
I've had that same router for a few years now. Best one I have ever had.
I got the matching Bosch Router Cabinet for mine, but to be honest, save your money. It doesn't fit well in there, and there are plenty of other better ones you can get for the price. If I had it to do over, I would have bought a non-Bosch branded universal router table insert and made my own table.
I wouldn't, during holiday sales you can get the Bosch 1617 with both bases for $150-170 (as I type this it's $170 for Prime Day) brand new then build a table around it. You'd have one of the most widely praised routers with modern features including speed control and warranty for just a bit more. Those bits and table are basically an afterthought and I see this router sell for 30-50 locally all the time, it's actually kind of annoying to use because of the collet locking mechanism.

Here is the plunge router and jig I use. The jig changed a little but when I bought it it didn't come with the screws to fit that Dewalt but I go them at bLowes. Just take the jig with you to make sure the screw heads sit flush when you put them in. It is easy to use though and makes friggin great circles.

The plunge attachment will be helpful, particularly for getting the cut started, but I mostly use mine for flattening rough cut slabs.
