I'm not sure how to change the title of the original post, but I wanted to mark it SOLVED.
I ended up taking another chance and purchased this board. I don't know what special characteristics it has, or how it differs from the other 2 boards I tried, but this was the one that worked.
It was recognized immediately and works well in Windows 11. I now have 10 total SATA ports on my Z690P motherboard.
I'm going to guess here but you are using a motherboard onboard eSATA port?
Motherboard typically eSATA ports do not have "port multipliers" and that's probably why you only see one drive using eSATA. You want to buy a PCI-E eSATA controller, they almost always support port multipliers. Watch out for eSATA boards that are just passthru from SATA to eSATA (that require you to jump a sata port to the card) those are shit. Get one like this with its own controller: StarTech eSATA PCI-E Adapter and I bet you will see all the drives.
Source: I used to run multiple external eSATA disk arrays until SAS became affordable. I know for sure that any of the motherboards I have (many) that all of the onboard eSATA controllers do not support port multipliers and I had to use a dedicated eSATA adapter to see all drives (8bays were the max I used per eSATA connection).
None of the EX4300s we've ever received came with USB console cables. We keep these adapters onsite so we can use the USB ports on our laptop
I ordered this controller on a whim a while ago and currently only have 1 or 2 drives plugged into it, how many drives can I expect to get out of it before running into issues? So far it's worked fine, seems full speed

working, specifically in linux, opensuse leap 15.3 kernel 5.16. It worked just fine in z370 mobo. I tried setting to gen3, csm, etc...didn't work. and good luck finding a suitable replacement.
this post with the link was priceless. it is for a different card but the application is just for 116x cards so it's generic. if u have a 1166 card then it should work just fine.
I had torn down my old computer to make the new one so I had to use a very old computer to put the card into...and it had to have windows. I think it only had gen 1 or 2 for pcie but it worked fast and flawlessly. put the card in its x16 slot. did it on windows 10 I think, maybe 8??

You probably want one of these:
It's a PCI-e card that you bolt the U.2 SSD to, and then slot the entire thing into a PCI-e slot and run it as a PCI-e NVMe drive.
While you can buy an adapter to run it off your M.2 slot instead, I probably wouldn't recommend that since M.2 slots were not meant to have massive cables dangling off them, and it would only take one wrong move to potentially tear the entire assembly straight off your motherboard.
We haven't spent a lot of time with adapter chains like what you are trying out. When we've used NVMe SSDs outside of a factory server slot, we've used an adapter such as one of these:

You probably won't find a lot of traditional debug help on these since they should be plug and play with no setup. If it works it appears, if it's not working its defective or not connected correctly.
If you need someone to test the drives themselves if it gets to that point, FedEx has a flatrate service that would cost about 9 bucks each way. I can load them onto a server to rule out the drives themselves being a problem.

Was kind of concerning when I realized I only have full size pcie slots but it works fine in them. It’s unfortunate that the 3.2TB p4610 cards on Amazon are about $200 more now than when I bought it a couple weeks ago.
with advice from here and r/homelab, i went with a dell H310 HBA in IT mode a few months ago. i did my research before buying but in reality it failed across the board for my requirements. 1) hot running requiring an additional fan (taking up more than 1 slot), 2) while it DOES support trim, it didn't support trim with my SSD's as they lacked 1 of the 2 requirements, and 3) PCI 4x slot (or is it 8x?). instantly limited to only 1 card on my motherboard unless i fancied opening up the end of a 1x slot.

this was on a msi x470 'board under linux - works out of the box. apparently you need to install drivers for windows OS to get 2 of the 8 ports working.

I tried what you said (PCI3 everywhere, C state off, and tried all ports on the MoBo); no luck.
I had this PCI card in a drawer; still no luck (according to someone on discord ASMedia chipsets are known to be fucky).
Then I tried with this anker self powered USB C hub (plugged into my MoBo's only USB C port) and it worked! The sound is all crackely but I managed to get into Half Life Alyx. I still had the BIOS tweaks you mentioned on, not sure if this is useful or not yet, haven't tried.
For consumer boards, they make PCIe adaptors. I've used this one before to test a drive that was going into a server.

Oh I am sorry to write to you again, but I have a question. I am curious. How did you attach 5 drives? I am looking at some sata expansion cards, a very friendly user recommend a card but it is really expensive. Maybe I am lucky and you have some experience in those cheap cards like this one?
It is using the chip ASM1166 but I can't find any info from other user using a card with that chip
I’ve used these cables for years and have not had any issues with them. Just need to use a null modem adapter or cable for SEL relays. They’re available on amazon too.

With older mobos, booting actually may be slower since it has to load an option ROM that contains the drivers for NVMe PCIe/M.2 drives, whereas it "knows" how to talk SATA just from the main BIOS. In some cases it may not be supported at all. Sorry, not entirely sure there, Z87 is a ways back.
NVMe will be a lot faster. But it comes down to what you are using it for. Heavy photo/video editing, etc - for sure. Steam drive usage, probably not, the 850 Evo is still a really fast SSD. But maybe in some games that do really heavy loading, FO4 comes to mind.
You can either buy a PCIe SSD, which are kind of expensive, or now you can also get M.2 to PCIe adapters and just plug a consumer M.2 drive into it. Remember, M.2 is just an interface to break out 4 PCIe channels, so the adapters here basically just wire M.2 into a normal PCIe slot instead (or connect to a SATA cable that you plug into your motherboard, for SATA M.2 devices). It's basically just wiring on a card, super simple, no drivers or anything like that (so it will come down to your motherboard for boot support/op-roms/etc).
This is the same thing M.2 SATA / SATA 3 port just uses a chipset's storage link , you can't make links out of nothing the link is either going to be in a SATA 3 form factor or in a M.2 SATA form factor , some links get shared so you see a port disabled if M.2 is used and the opposite if you used that same port it will disable M.2 port .
Your only other chance is using a PCI M.2 card but it is the same , you still need a sata link to use it .

Being a ham radio operator most of my radios still need to be programmed over RS232 and never had an issue with these ones. Cheapo prolific based ones never seemed to be reliable.

I ended up getting this one since it's taking so long for the lifeproof to be made available.
It's not WaterProof but really isn't a bad case. Low profile, Ports are covered. The only thing I'm not fond of is the covers are rubber so having to hold it open while plugging it in is kind of a nuisance. For the price though, I can't complain.
You could try the New Trent Trentium 6L.
It's thin (much thinner than my Otterbox case for my 5), water resistant (big deal to me, I prefer waterproof but water resistance will do for now), changeable color plates, and has protected my phone pretty well. Customer service is also top notch. I accidentally ripped the Touch ID protector off thinking it was covering up the actual Touch ID protector and they got me a whole new case within 3 days. I originally only bought this case because I've been waiting for the Lifeproof case (whenever that comes out lol), but this case has really grown on me. And it was only $20!
You could probably just rip off the screen protector if you want though.
