for spf to be effective you need to apply 1/4 tsp of sunscreen product.
this amount of sunscreen is ok for most but that amount of a moisturizer with spf can feel too greasy or heavy especially if you have oily skin. most people using moisturiser with spf won't end up using enough so won't get enough protection.
I recommend using a lightweight gel moisturiser and a separate sunscreen like la Roche posay Shaka fluid, etude House sunproof, or biore watery essence

i worship at the altar of skin aqua uv moisture milk. cosmetically elegant with a non-greasy texture that absorbs fully into my skin. asian sunscreens offer the broadest protection against uva light. ulta md and la roche posay are not asian beauty brands, but they carry excellent chemical and physical sunscreens i see recced here often due to their non comedogenic formulations.

It’s not matte but it doesn’t make my skin feel greasy either because it sinks in quickly. I’ve had no issues with breaking out from it too.
I'm more combo / normal and oily.. mainly my nose. It can turn into an oil slick in the summer quicker than I can finish my face. This Etude House 'sunprise' is the best one I've found! It doesn't make the perimeter of my face too dry and actually helps my nose / cheek area control themselves.

So I've just started using the Australian Gold SPF 50 Mineral Tinted Sunscreen and I think it might fit what you're looking for. I have oily skin and most other sunscrees just make me oilier but so far, even with this stupid humid weather in the Northeast, it's been decently matte! I wouldn't say it's super pigmented though. It doesn't really look like I am wearing any makeup, which I like. I am usually pretty fair, though I am a bit tanned from summer, so I'm not sure how it goes over olive skin, but my impression from other reviews is blends really well with olive tones as well. It didn't break me out but made my face beat red the next day. The niacinamide is at a high percentage in TO niacinamide. I got into diy and niacinamide was on my list of things to make and read a good study about niacinamide showing great results at 4% when its formulated with 2% NAG. It's suggested use is between 2-5%. I didn't use any vitamin C when using it either, because it can turn niacinamide into niacin (I think). My skin handled the serum I made just fine and it actually helped with inflammation.
If you decide to try it from TO, it's cheap. But there are a lot of other niacinamide products out there with a lower percentage. Cerave has a moisturizer with niacinamide and ceramides, and hyaluronic acid. It's in my cart, I definitely want to try it. A month ago I was reading about niacinamide and azelaic acid because people seem to have good results with one or the other, or both. I have cystic acne and have been looking for something to help. I have read that niacinamide increases keratinocytes, and azelaic acid decreases the production of keratin. I made a post about it, but nobody ever had an answer. I get nodules and cysts on my jawline and neck, so I don't put as much niacinamide in that area. But I wish I knew more about this because so many people do use niacinamide and if it makes acne worse, that's not good.
So I'm a Vanicrema stan, and I recently tried the Vanicream face sunscreen. Feels great on the skin, but like many many mineral sunscreens, it's white-cast city.
My budget HG mineral sunscreen for the price range you mentioned, is Australian Gold's Botanical Sunscreen line. The finish is matte, and dry-down is this non-tacky mousse-y feel on the skin. Would not recommend for dry skin, but I can confirm I haven't had any reactions to it. Also, just a heads up, they've got a lotion, and BB creams in that link I provided so be careful which one you choose.
This is my favorite sunscreen. Not greasy, no white caste, doesn’t irritate my skin, and wears well under makeup.

Elta MD doesn't use avobenzone and is a great sunscreen! Not sure if the specific one I linked is water resistant, but I know they make many that are!
I will take any opportunity to plug my holy grail sunscreen! It absorbs so nicely and doesn't feel greasy at all, I use it daily for face and neck etc. And people always think I'm younger than I am.

It's hard to say for me, as I am currently on a mission to try and then optically test every affordable sunscreen I can find, but I don't think I get through crazy amounts as I'm just putting it on my face and don't normally expose much skin.

I’m a fellow frump, but one thing I do have a handle on is sunscreen. This is the best brand I’ve found - expensive and imported from Japan, but worth it. Feels like a light moisturizer going on, totally non-greasy, gentle enough to use around eyes, doesn’t negatively impact how makeup lays on the skin, and provides excellent SPF 50 protection. It’s basically perfect in every way.
I love Biore Watery Essence, which is pretty cheap and you can get it on Amazon. I also love [Australian Gold tinted mineral face sunscreen}(https://smile.amazon.com/Australian-Gold-Botanical-Sunscreen-Mineral/dp/B01M8G39OW/ref=sr_1_1_a_it?ie=UTF8&qid=1507415245&sr=8-1&keywords=australian+gold+tinted+face+sunscreen). It's a nice option if you want to go the mineral route, and it comes in a HUGE bottle, for only like, $12. You can get it on amazon, at CVS, or at Ulta, so it's really easy to repurchase. I also really like Clinique City Block SPF 40 for a really cosmetically elegant mineral sunscreen that has a little bit more slip to it.

I've been using CeraVe PM lotion, and that works well for me. It's not like, OMG AMAZING, but it keeps me moisturized without being greasy/oily, and it doesn't break me out. (PSA: this stuff is apparently like 80% off the normal price right now on Amazon if you get it in a Prime Pantry box.)
I tried the Hada Labo gel cream before the CeraVe. I liked it too, but it left me feeling a little bit ... stickier? So now I've just been using it for my hands and neck.

I recently burnt the hell out of mainly my face and a bit of my body from the sun so I started looking into this subreddit more seriously.
I am looking for a good sunscreen that isn't super expensive for my face/body that isn't oily. I have seen some recommendations but I would like a second opinion on them. I have a skin tone similar to typical Filipino skin (I'm actually Chinese but have darker skin).

I have oily acne prone skin, with rosacea and hormonal spots along my chin. These do not break me out and I have looked at the ingredients on insidecoder and nothing seems to be comegenic.
Altruist Dermatologist Sunscreen. You have to order off of Amazon UK for it to be cheap though. I've talked to one person who did this and she said the pack of 2 SPF 50 sunscreens (which is a total of 200ml together) cost ~$17.33 USD including shipping which is $2.56/oz. This brand lists its sunscreen filters by their scientific names instead of their marketed names. You can double-check but I believe this sunscreen contains uvinul A plus, tinosorb S, uvinul MC 80, nano-sized titanium dioxide, and avobenzone. You can watch a review of this sunscreen.
I have combination skin, and my absolute favorite is Etude House Sunprise Mild Airy Finish. It's effective, affordable, widely available (that link is for Amazon), feels light, absorbs well with no white cast, and smells citrusy. I've tried a few other AB sunscreens, but I haven't liked any enough to rebuy except this one (several times now). The only thing I can't speak to is how well it wears under makeup, as I don't wear foundation at all.
I know this really isn't what you're looking for, but assuming it's available in stores near you, you could go ahead and buy it, try it out, and just return it if it doesn't work. Most places have really relaxed return policies, especially if you keep your receipt. You could also contact the company and see if they have any samples they could send you.
This post has some product pictures that might give you better insight into the tint; it's pretty popular so you'll probably find more reviews and pictures by doing a sub search. There's also quite a few pictures on the Amazon posting and some of the costumer questions and answers might be helpful.
I like the Australian Gold tinted face sunscreen! It's SPF 50, and it's a physical sunscreen that won't leave a white cast, and it acts as a BB cream for me since it's tinted. It's super cheap and one bottle lasts me about 4 months. Highly recommend checking it out!
