Short answer for the backpack part of your question - fashion. This sub tends to be oriented more towards urban travel. There are some practical reasons for fashion, though - not standing out in a foreign country, fitting in to an office culture, etc. Part of it is brand reliability, too, I believe.
The roller bag part of your question has already been answered, so I won't touch on it too much except to provide my own reason on why I don't like using them. No matter how small you get the bag, even if it fits under the seat just fine and you let them know you're putting it under your seat, airlines like to force you to check them as "the plane is getting full". No thanks. Also, I prefer hands-free luggage. If a rolly bag works for you, use it IMO.
The oldest and most used bag I have, I bought for 22 USD on Amazon (on sale) - SOG Ninja Daypack. I use it as my average size bag (24L). It has all the fancy things I need, like a hydration port, optional addons (MOLLE webbing, I can add on to the bag) for my little tool pouches, water bottle pouch, sternum strap. But it's not exactly waterproof.

For a waterproof bag, I picked up a 22L Timbuk2 Prospect bag on ebay ($50). Does the job. Looks cute.
I picked up a Cotopaxi Tasra NWT for around $45 on ebay, after reading about it in this sub. This also does the job just fine, but is much smaller (at 16L), which fits certain use cases for me. More cute than the other bags. Wayyyyyyyy less durable than the other bags I have. Bit of buyers remorse there.
If I could recommend something to you, look on poshmark, ebay, etc for a second hand bag. You can find some pretty good deals on items even new-with-tags. Brick and mortar thrift stores are cool too, if you get lucky.
I bought this one in November, and I ADORE it. I got it thinking Elliot is a pretty easy cosplay to pull off. I started using it because I wanted it to look worn and used if I ever did decide to dress up as Elliot. I've used it for 6 months now and it's great.
The price is pretty stunning. I'm used to spending at least $100 or more for a good backpack, so I didn't know what to expect on this one quality wise. But it's huge, it's comfortable, and it has held up really well for daily use. I'm not sure if it's exactly the one Elliot has in the show, but all of the details I've been able to spy on the show (straps, cinches, etc) all line up.
What I really love is that the laptop pocket isn't really an inner pocket. It's up against your back, but it's not in the zippered portions. There's just a velcro pocket that it slips in. It's very secure, though, and I like it because it means no crumbs or other debris gets in the laptop pocket like I've experienced with other backpacks.
IMO, you can't beat it for the price. Mine came with a flag velcro attachment. I took that off, but otherwise, I use it as is.
I've owned this mil-tec bag for 3 years or so. I use it for my multiday adventures. It's 50L and currently £32.
It's been all over the country with me and I'm not one to treat gear nicely (I often throw bags down steep slopes rather than walking down with them on my back). Zips are all as new, the stitching is still perfect.
I even bought myself the smaller 10-20L version as well as I liked this so much. That one I use almost every time I go out for a walk. Again still looks perfect.
I bought a 5.11 Rush 12 bag 5.11 last year. I'm happy with it so far.
Normally, I carry a 15" laptop, small binder and a thermos with a little room to spare in the main compartment. There are a ton of interior pockets that I use for spare bike tubes/compressed air, chargers, and other small things.
After daily use, the only wear has really been the cinch buckles, as one of them cracked pretty early. Build quality is solid. Overall, I'd buy it again for $80 on amazon.

Used it for everything. Taking to haul clothes at the gym, carrying office laptop/iPad to meetings, 25 mile bike ride through city, mountain biking, and even took it to 3 Disney theme parks in 3 consecutive days.
You can fit a water bladder in it, has great space and opens up 180 degrees to sort your things out. At Epcot we got rained on HARD for a few hours but we decided to keep going through the park, nothing, And I mean NOTHING inside the pack got wet.
They retail for 100 but I’ve seen them on amazon for like 70 bucks. The black one is 89 dollars right now but the price changes every other week.

This kit bag is really good as far as backpack style backpacks. I have it myself and it seems very durable. Not sure if it’s waterproof but the material is quick thick so should be fine unless it’s really soaking it down. I would buy some waterproof bags to separate kit and keep it dry if needed.
It’s 36 litres so you wouldn’t be able to carry body armour in it for example, but I imagine that would be left in a locker anyway (I have no experience of how it works for SCs but in PC training we get lockers in my force) but it does fit everything you’ll need to take back and forth everyday if you get a locker
I have a Condor 3-Day Assault pack that opens fill clam-shell and also includes straps for securing items inside. It use it in place of a carry-on when traveling.

No man, always ask. One problem is that so many people treat motorcycling like everything else - where you can do the bare minimum and be ok.
But others treat it like getting a pilot's license or whatever, where there's classes, training, preparation, etc. So if that's how you want to treat it, jump in because there's always more information out there.

Now you don't have to use that, but the idea is that it has multiple pockets (clothes vs work supplies vs food) and it has a chest strap, which is really nice for keeping it secure on your back.
Something like that is big enough to put work clothes in, or work shoes, and then just change when you get to work and store it all at your desk. That's what I do.
There are also motorcycle-specific backpacks like from Ogio or Kreiga. They are more costly but may be something you want if they have a specific feature (e.g., Ogio Mach series are aerodynamic for the sport bike riders)
I went with this one. It's so amazing I actually bought it twice. After about two years I had a glitch in one of the main zippers, but it was a pet related thing. (Cat chewed on it.)
Now I just keep the janky one packed with my kit for donating platelets.
They look pretty much the same except for the zipper pulls. I love the laptop pocket in the back. I love how big it is. I love how comfortable it is to wear. I love the handle on top.
I initially bought it because- hey- easy cosplay. I started using it so it would get beat up and not look cheesy as hell if I ever DID want to use it. It quickly became my favorite bag. I have a handful of Osprey, REI, and Dakine backpacks and this one is the one I use daily. It's just perfect.

I recently purchased this backpack for a trip I took to Tanzania last month. It held up really well. I didn't buy it for this purpose, but it has a sleeve on the back (the side with the straps) that I believe was mean to hold armor plates.
This particular bag is quite large, but I would suggest looking for similar ones to suit your kids school needs and has a dedicated pocket to slide in some body armor plates. As far as plates are concerned, I think a Level III+ would fit the bill for this use case.

Response officer here. When I started I bought a massive hold all for everything I could ever possibly need and it was always in the way. took up half the back of the car. Wouldn't fit in the boot when we had to transport a prisoner, massive pain.
Nowadays I just have a rucksack. I keep my traffic coat rolled up and clipped to the side of it, and carry my cap separately. It's got my clipboard and traffic book in it, some gloves, cold weather bits, emergency red bull, water bottle, spare cuffs and a safety knife. I rarely need anything else, and ultimately, if I do I can just ask someone to run something out to me.
Just don't be one of those officers who spend £000's on a massive body bag with their name embroidered onto it, covered in thin blue line patches, weighing half a ton, and getting in the way all the time!

I have a few of these
They are nice and compact, they have straps to adjust the size/capacity a bit. Super durable (one of mine is over 10 years old now). There are 4 main compartments. Two on the front, one small one which I typically use for small accessories like earbuds/mouse, a medium sized one which holds my phone, some pens and various office supplies, and usually a cable or two, the middle compartment which is the size of the entire bag, where I usually store headsets, power bricks, etc. And the back compartment, which holds my Razer blade laptop. It's padded on the back so you avoid damage to the device.
For the Steam Deck, you could likely store it in its official case within the middle compartment, and have another compartment for storing a laptop. The bag is very small compared to its holding capacity. And it's Molle strapping allows you to purchase additional molle pouches that can hold additional stuff.

I was skeptical at first due to the cheap price, but figured worst case, I'm not out very much money, and would spend more on the next one. But this cheap one just keeps on trucking. It has no business being this good for this cheap, but mine at least is still in like-new shape after four years. So, I'd recommend it. It has lots of space, should have no trouble fitting all the things you list above. It's also fairly comfortable to wear, even loaded.

Reference hold-all, there is a lot of good ones. Patrol store and Protec supplies is a good place for kit bags. Protec supplies (also called police supplies) can print your collar number on your bag for free too which is nice

If I could go back in time, I would have told myself to bring a cheap black backpack to wear in uniform and baby wipes. Bring a decent amount of baby wipes because they come in clutch when cleaning your weapon, wiping yourself down in the field, or taking a shit.

Of course, I had to start using the backpack to rough it up and make it more authentic looking, lol. It's HUGE! But I do like it.
I go to Amazon and look for tactical backpacks, I also measure my laptop to make sure it’s gunna be a good fit. I also find a padded sleeve to put my computer in so that it’s extra protected.

Mil-Tec all day long now. Backpack is easy to carry in with a load of other gear when you kit up/dekit. Loads of pockets, plenty of attachment points for other kit on the outside of the bag and it's £30.
For your first day going in to start the job I'd advise the biggest holdall that will carry everything. Ideally something that folds flat that you can then leave at one side in your locker for if you move station or need to relocate.
