Assuming you're in North America, there's really only one line of DVDs in print for the first Dragon Ball TV series: the five blue season bricks. These were released from 2009-2010. That's all there is right now, and they are readily available on sites like RightStuf and Amazon. There is no word on any future re-release of the series, remastered/HD or otherwise.
If you are exclusively watching the franchise in English and are for some reason or another incapable of being convinced otherwise, please watch the Kai version of the Dragon Ball Z portion for something resembling an accurate script and atmosphere.
Real talk: entire franchise, Japanese with English subtitles, beginning to end, no items, Final Destination.

Trust me go all in while it’s on sale, I paid more than this (like 50 bucks not full price) and every disk provides added laughs. Especially if you’ve hit the point where you have memorized the lines and cadence of Netflix rewatches; the deleted scenes are refreshing and the commentary is pretty good. Like listening to conversations with some of the actors and writers ( it varies each episode) sometimes they stay on topic and sometimes it’s just funny and you get to see a little of the personalities of those involved with the show.
They are on Amazon and often go on sale.
The Martinis and Medicine Complete Collection looks good because it has some extra reunion specials and such. I bought mine season by season as they were released in the late 90's. So I don't have this set.

I haven't watched it myself, but I will certainly recommend reading this thread for specific show recommendations, and will personally recommend Pirate Sentai Gokaiger, which you can get on over-ti.me. Overtime's sub is a rip from the original Japanese airing of the show, which has so far never been released in America. But buying the Zyuranger release is a great way to encourage more original Sentai shows with subs to be released for viewing in the west.
Your friend sounds a lot like Leslie Knope from Parks & Rec. The complete series is available on Amazon for $25, and that might be a cool present if she hasn't already seen it.

For any M*A*S*H fans, the series was broadcast without a laugh track in Canada, and probably elsewhere. The Martinis and Medicine DVD collection has this as an audio track option, and I believe it elevates the series.

I don't know what region you live in, but if you're looking for a North American or NTSC/Region-1 release, then the remastered "blue brick" DVD sets are the overall best option currently available. The original DB series hasn't been made available on Blu-ray anywhere yet that I'm aware of.
I bought the first season off of amazon. Other seasons might be a couple bucks higher though.

I just bought this DVD box set (not the Blu-ray) from Amazon last summer and it had the uncut episodes. Although I most certainly did not pay that much for it...
I got the Zyuranger DVD set from the US a while ago and finally got a region free player last month, it's so cool seeing the original series, especially the DinoZords, plus all the action footage used in MMPR, it's so much better.
For those who have not watched the original Cosmos, I encourage you to take time and watch the original series.
