If you don't really need thunderbolt and are ok with using your current charger with a pass through option and USB-c, then there are a lot more options. The difficulty might be VR as that needs a lot of power and your charger might not be able to handle all of that. If you stick to a monitor and USB-C you should be able to find something good in the $50- $100 range. Something like this:
If you plan on bringing your charger along with you then whatever pass through dock you buy you'll need to figure in the cost of a second charger, so then the thunderbolt dock starts to look like a good option, cost wise.

You can get "faster" than 100mbit ethernet by using a gigabit dongle, it would end up at around 280mbps according to a google search. I've got USB 3.0 based dock plugged in to one of the USB 2.0 ports and it seems to work well, even gives me a second screen using DisplayLink, if I wanted to (but I don't use it).

I tried a tp-link hub usb3.0 with 7 ports but it was giving me issues losing the sensors, then after looking around I found that some people is using the anker hub without issues, I bought it and it is working fine, no problems so far, for the moment I have 2 sensors (waiting for my third) connected to the hub that is connected to a 3 feet usb3.0 extension directly to my motherboard (asus z77) usb3.0 port and the rift is connected to a 3 feet usb3.0 extension directly to my motherboard to a usb3.0 port, I found that this configuration works fine for me. USB 3.0 Hubs
The main concern with hubs is that there is an additional USB controller in the chain and if one of those controllers is not compatible then you might have tracking issues. The issue with compatibility is VR needs low latency and high bandwidth which is required for good tracking.
So you have something like this using a hub.
PC -> PCI Bus -> USB Controller -> Hub -> USB Controller -> Sensor.
If anything in that chain is sub standard you have issues. If you have good USB Controllers in that chain you wont see issues. Just remember a quality hub is only as good as the USB port on your PC you plug it into.
It is also recommended to get a powered USB hub if you have to go the hub route. People sometimes encounter not just a bandwidth/latency bottleneck but a power bottleneck. Importantly some PC USB ports can't push out enough power to power all the devices plugged into the hub. Get a powered hub to avoid this possibility.

Just look for something with lots of reviews and close to 5 stars.
Is it plugged into a USB 3.0 port? Have you tried disconnecting the other USB devices to see if it would spin up? If it works now, it probably wasn't getting enough power when all the other devices were connected. As was suggested you would need to get a powered USB hub like this to provide extra power to the drive.

I don't know why but I find this question extremely cute.
One way to do it is to disable "USB charging" or "USB on when power plugged in" on the laptop, so it doesn't send power to that USB port when the laptop is shut down or sleeping.

The Surface USB port provides the standard base 900ma only.
I use the Amazon 4 port powered Hub with my SP3 & S3, mostly unpowered unless I specifically need to plug in the power.
I have a launch model PS4 and can confirm that this 4 Port Hub works fine with PSVR. Just make sure to have it plugged into the wall with the included power adapter when in use.
Edit: Oh wait, just noticed that you also said external hard drive. If you're using the external hard drive as extended game storage, then you must plug it directly into one of the USB ports on the system. If you plan to use the drive for media (like watching movies on your PS4 or copying game saves and game clips to the drive), then you can plug it into the USB hub.
This happened to me a few times after getting extansion cables for my hmd(O+). I read a powered usb hub can fix it, so I got one off amazon. It seems to work. I also had my usb microphone plugged into the hub after I got it, and for whatever reason my pc wasn't recognizing the mic, so I stopped using the hub and plugged it directly into my pc(along with the HMD). I got the static sound again, and plugged the HMD back into the hub, and hasn't happened since, so I'm pretty sure its not a placebo.
USB-C hubs tend to be much smaller without any external power adapter and more portable.
