I used to do maintenance at a couple medium sized hotels, get a big bag of DE (diatomaceous earth) and a squirt bottle thing (usually comes in a kit with the DE if you're getting a bed bug kit) and spray it EVERYWHERE in every nook and cranny (bed, couch, cushions, corners of floors/carpet/walls), also spray in your car, everywhere, make the cops who pull you over think you're a coke dealer with parkinsons.
Run all of your clothes and couch cushion covers ect in HOT water. And dry on HIGH heat. Bed bugs don't deal well with heat, granted your clothes may shrink...
I've spoken to many pest control people (guests will bring them in) we take a nuke everything/salted earth approach to confirmed reports of bedbugs. They will usually hide near wherever they are going to feed. So bed, couch, etc, anywhere you might be sitting for a long period of time.
They normally don't move from wherever they set up their home (a particular corner of the bed frame etc) until they get crowded out.
Depending on which side your neighbor is, line the common wall with DE as a precaution, also if you do share a common wall with her unit, get those outlet/switch cover gaskets and install them under the coverplates. (I woulnd't spray DE into the outlet boxes, DE itself isn't conductive, but it will pull moisture out of the air, and become conductive overtime).
Hi apartment strata-doomed friend! Have you checked these out? They sit inside on your window sil - they may not create a full 100% seal height-wise but they keep most bugs out and cats in! They stock some sizes at Canadian Tire if you hate Amazon.
Love RBT vapes, huge collection. Splinter Z daily driver. The stempod/dreamwood are close in functionality but the temp control in the splinter units is much easier to use and more consistent imo.
They’re a literal glass canon of sorts, with amazing functionality but their design leaves them at risk of breaking when dropped. read: not a garage piece. i only feel comfortable using it in carpeted rooms. And i own so many because i think you have to accept that they will break at some point.

one thing i’ve really noticed lately is functionality is dependent on how clean and clear your basket screen is. hit it with a lighter occasionally to burn off and clean it.
DNA mods were the recommended choice before but i don’t notice a big difference in performance vs price, and having arctic fox or red panda to enable autofire is extremely nice.
the cooling stems work extremely well, but you should learn the technique using a short stem

Air leakage around your receptacle is causing condensation & mold growth. You might want to try these to help air-seal the receptacle, but the other question is how so much air is getting through? Perhaps you have a massive air leak in your attic or basement/crawlspace and it is manifesting itself through your hall outlets? You may want to smoke out the air leak(s) with a fog machine - on a really hot or cold day, when the indoor/outdoor temperature delta is highest.
Oh man, that sounds so stressful and irritating. I'm so sorry. :( I'm glad the cats and the dog are okay, though. If any of them had been lost and/or injured, it could have been really bad.
FWIW they make adjustable window screens, and I think it's possible to DIY a window screen without too much effort. It may not be perfect, but it could work. Amazon has something like this, for example. Not sure if it would work for you, but it lets you know that there are options out there.

They make screen repair tape for patch jobs. Might be more difficult with the pleated screen, but I'm not sure.
I hate fragrances too. My coway seems to work in the house, but I generally don't use scented products. Since you are in an apartment, you might also try a door sweep for the front door, and these insulators for your outlets - I think they make them for switch plates too.
Maybe some adhesive backed screen repair tape to go over the seam, and then stitch the edges of the repair tape to the bug net?

You can add in a window gate (they make metal ones) or a double screen (like one of the cheap portable ones that slide open like this one - https://www.amazon.com/dp/B00004Z13K/ref=cm_sw_r_apan_i_GK74VA6H35HGHN3CQNY8 - although you should beef it up with hot glueing the screen in place). That gives you an extra layer of protection.

So I just got a Tinymight with the small stock stem (oops) and I've been playing around with it this week. While I'll probably upgrade to a different stem (bit hard to find something in Canada), I figured in the meantime I will look into using basket screens since that's mentioned a lot in the sub. Unfortunately I bought rimmed basket screens (double oops) - any comments if these can still be used with the standard small tinymight stem?

Maybe something like this magnetic screen that goes over the entire window.
Goes for anyone, too: if you're able to install screen windows somehow, like if you have "double-hung" windows, replace one pane with the screen type and you can alternate them & lock them in place. Just make sure it's not the "emergency" kind where you can just push the screen out of the frame. iirc there was an issue ~1930s with babies falling out of windows because of those, so moms hung "cages" that stick out the window for the kid to sit in for safe fresh air. Still a thing today too, for cats. It's a good alternative, they're like "cat-sills" that make a little bubble for the cat to safely exist past the window frame.
Also, similarly important is; if you have reclining furniture (esp electric) try to put 'bird netting' or smthn across the back/underneath so a curious kitty doesn't get stuck and hurt next time the mechanisms move around. Good advice I took after buying a reclining couch and hadn't thought of it like that before.

There's quite a few options for removable screens but it depends on exactly how your window functions. I use expandable window screens but there also some magnetic options. It really depends how your window opens.
Have you considered temporary adjustable window screens? You open your window, put the screen on the interior side, slide it open then close the window over the screen.

Pull it out and try for yourself. It rarely combusts on max temp 260 and basically never combusts if you even step it down to 250c/482f (altho depening on the flower's humidity it still occasionally might). Hits hard, can extract an elbow bucket in one big hit. Struggles with bigger loads tho, so just buy one of these sets and have multiple buckets pre-packed.
If you're impatient about the initial heat-up, you can just hit the eq cyclone bowl/ddave mod with a butane torch to speed up the process by a lot.

They make adjustable window screens that you just place in the opening and close the window onto them. They keep most of the bugs out, but they can still get in through the small gap between windows.
Do you not have screens? Maybe only open the window a little bit? Or maybe buy a temporary screen like this?
I live in San Francisco, and have only lived in old victorians, mosquitos are a problem for me. There are retractable, cheap window screens (we call them cat screens), they come in different sizes and are cheap, but are more reliable to keeping out wildlife while still being able to get some air. Most hardware stores should have them.
So, that is my (now) 12 year old boy Tucker. He has an adopted brother (3 years old) by the name of Dale. We live in a small studio apartment on the third floor of a building in the middle of Downtown Seattle that has huge windows but no screens. I would love to leave the windows open for them to get plenty of air but with no screens, I don't trust them to not fall out the window. I have found some after market screen solutions like this but I am concerned that the boys will just knock them out of the windows. Do any of you have a potential solution for me? These little guys are my best buddies so I want them to be safe and happy. Thanks in advance!

Unless I'm seeing something completely different that's how it usually goes. A little more pictures from different angles/farther zoom would help.
