I have a garter belt that’s a lifesaver if you hate tights. If you wear underwear on top you can minimize hassle using the restroom (readjusting after is half my problem with tights). The sturdy ones with six straps(!) do a great job holding up hosiery, and should be comfortable if they fit right. Sock Dreams sells a six-strap Rago one ( link )I’ve had for years and it’s still going strong, barely any wear. The waist defining effect can be nice under right clothes, and it’s very cute. If you want a less restrictive one that will still do its job they also sell the type of garter belt used by hockey players, just sturdy elastic straps. My favorite combo for winter is my Rago garter belt and a pair of raw edge fleece stockings I made by taking this pair of tights and chopping them off right at the top of the leg. Works great, absurdly comfortable, has lasted two years and going strong, and very cozy and cute. Highly recommend.
My biggest cheap maternity clothes wins so far have come on Amazon.
Fleece-lined tights (basically socially-acceptable sweatpants), 6 for $30. Not maternity-specific, but I'm 25 weeks and still have plenty of room to grow in these. Have literally just rotated through these every day for the last 4 months. Tights link.
Nursing bras, 3 for $30. Got this pro tip from a girlfriend, you'll probably need nursing bras anyway and they're comfy and stretchy enough for maternity boobs. No more underwires near these titties! Nursing bras.

Aerie has some nice cotton ones that I don't find to be sheer at all. I've had them about a year and they've held up great.
For fleece lined ones, I got this pack off amazon a few years ago and they've been great. A few of my more worn pairs are just starting to pill a bit, but that's an easy fix.

I saw in another comment you said you were wearing leggings. I frequent the other park, but Old Navy, Costco, and amazon (Colorfulkoala) that all have side pockets big enough for phone on one side and id/debit card on the other. The Old Navy ones are the... stiffest? Most compressing, whereas the ones I got from Costco and amazon are a little softer/have more give.
My favorites are all from colorfulkoala on Amazon. They have pockets, are high waisted, and come in full length, 7/8, and capri. There are also shorts and a ton of colors for each. I have like 6 pairs lol.
I get the fleece-lined from Berkshire and find that they last well, have good coverage, and don't ride down, especially for the price point. Usually fleece-lined tights are very thick but these avoid that.

Those are stupid soft after hundreds of washes, stay up, all things you said but are not warm. I have multiple pairs for under skirts or under shorts. I wear them with tunics. I love them for summer hikes in tall grass. Not warm enough though past Halloween unless you're layering but I haven't had an issue with being see through.

When I get huge toward the end, I use a Bella band to keep them up, but that's true of nearly all maternity clothes for me.
there are these leggings on amazon that are not compression leggings and dont have a tight waistband. I have a hiatal hernia and they don't cause me any issue. i swear by them. every semester I order a 7 pack of these leggings. they are cheap, very stretchy and have no compression. i feel your pain, i miss wearing tight clothing and tight belts.

Got these leggings these leggings from Amazon and they are AMAZING. And so cheap. They are 'one size' and they look so so tiny when you get them, but I'd say they could fit xs/s/m/and prob large. I'm a s/m usually and these are fantastic. SO SOFT.
It's probably worth noting that I live somewhere where it doesn't get cold enough to snow. So my winter tights don't need to be thermal or anything.
So if you live in a wintery winter place, then my tights are probably like, your autumn tights.
I'm fat, and swear by Berkshire Cozy Hose. They fit well, they're hella opaque, they go aaaall the way up to my bra, and they last well. I do note that where I live the winters aren't super cold, so YMMV in a place where it like, snows or some shit.

I linked the 7/8 with pockets, they have capris with pockets, but not on Amazon. Their full length style doesn't have pockets though sadly.
Stick to their polyester/spandex blend and you'll be good! Their nylon/spandex blend is more for chill than working out imo.
If you want pockets I 10/10 recommend Colorfulkoala! Amazon or their own site.

What kind of leggings did you try? If they are athletic ones I think those would be difficult to work with. I buy these ones off amazon and they're super soft like pajamas and I'm able to pull them low below the bump and they don't tug or bind on me at all.
These leggings I ordered off of Amazon have been my jam from week 8 to 37 and counting. Not maternity, but they're essentially socially acceptable sweatpants with an extra wide and stretchy waistband.
As I've gotten bigger I pair them with a Bella band so they don't slide down too far, but at $5 each these have been my best maternity clothing investment.
I ordered these regular non-maternity fleece-lined leggings on Amazon for $5 a pop in a six pack. At 18 weeks with a significant bump, I've got lots of room to grow, and they have a wide waistband that keeps them from cutting in. Have literally worn nothing else for two months now.
