Hi! I have the same problem. I got this shower filter and I like it a lot! I also do a clarifying wash once a month or so. I alternate between the Ion Hard Water Shampoo and the Ouai Detox Shampoo.
I've noticed that my hair is softer and gets less greasy. My skin is much happier, also!

It could work, I’m currently looking at RO systems for my house as a long term fix.

I have no idea how effective these things are though.
To answer OP's question, I've lived in houses in Edmonton without water softeninig and with. I got used to both within about a month of living there. I think it's just a personal preference rather than a "need".
Yeah so far that's what I was thinking too but I'm hoping to find something I wouldn't need to renovate the kitchen too much to install since I'm not sure the building owner would be on board with that... I used blue dawn dish soap and lemon juice as a clarifying wash. Sally's has one specifically for this though. It's by Ion.

Rice water after shampoo
Boil 1 cup of rice in 6 cups of water and let simmer for 30 mins Strain rice. Use water on hair. Eat mushy rice if you're cheap AF like I am. Throw out if you arent
Deep conditioner: Nothing works better for me than my regular conditioner with 1 tablespoon of honey and 1 teaspoon of olive oil mixed. I let sit for 20 minutes under a cap dryer. I loved Shea Moistures manuka honey and Mafura oil masque but for some it is too heavy.
I just installed one of these on my shower head. Brings up the Ph a bit but works really well. Easy to install.
Edit- removes chlorine and chloramine

The shower filters I looked at were fairly cheap (~C$40), and just fit behind the shower-head. If you know how teflon tape works, it would be easy to do yourself. Unscrew shower-head. Take off old tape. Screw filter over new tape to the wall. Screw shower-head over new tape onto filter.
I know when I was a grad student I always changed my shower-head without telling the landlord, then put the old one back when I moved out.
Well, your post inspired me to re-order and got a cheaper one: https://www.amazon.com/gp/product/B01M08G9D5. I did a bit of reading, and this cheaper one has the same ingredient as aquasana, KDF 55. You'll find KDF55 in a bunch of other filters. The alternative is Vitamin C filters, but those seem to not last very long.
If you have a skin rash, I wouldn't delay getting one, your skin will not get used to it. Also, take short showers with mild water. Hot water will make things worse, and it will reduce the life of your filters.
One more tip: buy some natural lotion, (coconut oil, shea butter, jojoba oil, MCT oil, etc) and apply while while you're still wet out of the shower. Use the towel after lotion application. Using lotion with chemicals might make your skin even worse.

^^this one is best for value$$. Along with the filter, it comes with 2 cartridges. This is also the first ever filter I got, it was easier through Amazon and I wanted to try it out. It says 1 cartridge lasts 6 months but I personally changed every 4 months or so. It’s been great.
^ this is the 2nd I recently purchased. It’s “sprite shower filter”. Through reviews and looking a Reddit posts this seemed to be pretty good and I got it in the store. I just started using it so I can’t say much but it does seem great so far. This one only comes with one cartridge(majority of them do) so after 4-6 months I would need to purchase a sprite cartridge. But tbh at this point idc lmao about purchasing cartridges since it’s helping my hair.
