This version comes with a free copy of Rainbow Six Siege. To be fair the copy isn't free as this headset is more expensive than the standalone version. But if you were interested in Rainbow Six, it's only $20 more than the version without the game.
Beyond that a nice pair of headphones and a desk mic (or attachable mic) will always beat a headset. Though the Hyperx Cloud II are arguably the best headset if you don't want to go that route.
That looks solid. In your list you do have the 2411Z though in your post you say you'll get the VG428QE, so you might want to double check before ordering anything! Also, if you want the Hyper X, you can get a copy of Rainbow 6 Siege for $10 more.
It is a very high quality headset. I've heard it's very comfortable and it looks very nice. The only reason I'd still keep my recommendation for headphones is if you wanted open back, which is better for the larger soundstage. However, the HyperXs have great noise canceling, which open back completely lack. The Hyper Xs do sound like a better option if you don't need the large sound stage.
On the GPU, like I said there's nothing wrong with going either way, but if your friend already has Nvidia, that will make it significantly easier for him to assist you should any problems arise, definetly another positive there.
On the motherboard, either way it's going to be fine. I will admit however that the MSI motherboard looks way cooler and honestly I probably would've made the same decision had our roles been reversed. Cheaper, but not as good looking. Worth the $20 to me.
The keyboard and mouse were only personal preference, just the feeling of "I have something cool and I want to share it." There's really nothing wrong with yours at all. I would recommend going to a store and trying out the keyboard if possible, it uses Razer Green instead of regular Cherry MX.
Remember, for the ram you can always add more, same with the SSD, though I highly doubt you will need to. The Fractal R4 is a very nice looking case, and I've actually considered selling my case (currently an Enthoo Pro, holy crap this thing is huge) for it. It would be much quieter and more importantly, much smaller. Though it did make cable management quite easy. The R4 has years of success behind it and is a very good choice.

Just a heads up, these are great headphones for this setup. When not using the USB/controls part it is less than 2 feet long and has a detachable mic(perfect for the vive's builtin mic)
Its $99 right now, but comes with a recent game... it also seems to go on sale for $59/69 and still comes with code, making it a no-brainer. The sound quality is great, I've had mine for over a month.
No problem! I have started to have the same issue as you though in CS:GO. Every game just seems the same with no differences what so ever.
