You can buy a realistic crow decoy on Amazon. I'd guess that's what this is. Crows see dead crows and stay away, apparently. Though given how smart they are, I'd watch my back.

They make fake crows that look like a real dead crow. You can hang it somewhat nearby and this will usually deter the crows.
