Seems like Michaels makes a bunch of assorted kits for jewelry/ornament making. I imagine you might've just bought a kit that randomly had these inside, but it was actually just something that store threw together and slapped a label on. The ones I can see on their site have a lot of little pieces but not this exact thing.

Not sure if this really helps but you might try making some yourself. Get a spool of wire and then shape it and work harden it as needed. Doesn't look like it would be too much trouble to make some simple shapes and as you improve you'll be able to expand to more complex stuff for your art. Just a thought.
