IIRC you'll have to go with a manual at that price point. The starting point for a burr grinder is typically the Krups GVX for $40 from Amazon. I had one of these for almost 2 years before I moved up.
Very few grinders are good at both grinding for press and grinding for espresso. Most of your $400-$1000 espresso grinders truly suck at grinding for a press and won't come close to beating a $100-ish Baratza maestro.
But to your larger point:

I strongly disagree. Even the worst "burr" grinder I've put my hands on has been much better and easier than my old blade grinder for the press.
I actually wonder: would sifting the fines out help the performance of a blade grinder with FP? Might be worth a try if you're stuck with a blade...
