Yes to everywhere above but if you're just looking for something to get you started: a clamp lamp from Walmart or Amazon and some bulbs like this will do just fine :) https://www.amazon.com/dp/B079NM682K/ref=cm_sw_r_apan_glt_i_DQGY2Y2GFTWTEWC6BM5Z
There are a ton of options that will work great for growing herbs; the explosion of people growing marijuana indoors has meant that plant light innovation and pricing are very competitive, and you can get any range of light you could need for a good price. Unfortunately, this also means that there is a TON of options to choose from. I'd personally look to amazon to find something, but beware that you might be a bit overwhelmed by the options. I've owned and had a lot of success with two types of grow lights: LED Bulb and the more intense/intimidating grow light panels with built in fans. The latter is a good idea if you want to make a full on plant growing/herb set-up. They are designed for growing from seeds and cover an even area, but they're a bit more of an eyesore and their cooling fans can be a bit loud. The bulbs work phenomenally as well though, I have about 20 houseplants under two of those grow bulbs and it's the only light they get, and they're growing as if they get bright indirect light, which is pretty awesome. You can also get stronger bulbs if you need, 100W are very good but can burn houseplants if they're placed too close. They're strong enough to grow succulents. Another thing to note is the color of the light they put out, I'd say blurple (blue/purple) is the most common. Some people don't like it, but I don't mind. You can find lights with a natural color, but I'd say those are less common. I suspend my bulbs in these puppies. Finding something more attractive/versatile can be difficult, so I've just stuck with them.
it was two grow light bulbs off amazon (8-10w) for a total of 16-20w of light. But obviously the seedling wasn't very tall so it was almost 1ft from the lights. I germinated in a seed starter kit from Home Depot.
These are the lights.

I'm sure they are not top notch by any means in the growing industry, but should suffice if you are only growing 1-2 plants and as a non-serious hobby.
She's very healthy and the miracle grow solution from yesterday gave her visibly darker green leaves. I'm just concerned about the size.
This is a beautiful gift! My suggestion (I've had a carrel cactus and a prickly pear cactus in Minnesota for 5 years and have successfully wintered them indoors over the years) is that you buy an LED full spectrum grow light. Link here. I have had these lights suspended directly over each plant and they seem to love it. I bought lamps lights like these and screwed small hooks into my ceiling to suspend the lights. It works well and would recommend trying it out.
