I used A Walk Through Combinatorics by Miklos Bona.
Its fairly thorough, but I would guess that the proofs might be a little tough for a highschool student. Its nice in that there are a large number of exercises with solutions for each chapter (as well as supplementary solutions without). He does start with a chapter that teaches induction.
