It's possible, but the nice thing about an ebike is that you can carry heavy locks. It adds a lot to your purchase price (I spent about $1000 on locks), but it seems to be a good investment.
I use an Abus Granit X-Plus 540 to lock my front wheel to my frame (my front wheel contains the motor), then an Abus Granit Extreme 59 (technically a motorcycle lock) to lock my frame to whatever, then an Abus Granit X-Plus Mini to lock my rear wheel to the frame. Depending where I go and for how long, I usually only use 2/3 of these locks.
It also helps to buy Pitlock hardware to make it more difficult for anyone to take your components.
I haven't yet found a good option for a GPS tracker.
Of course, another problem is that many of the bike racks aren't awfully high security themselves. Many of them are secured to the ground with just a couple standard nuts and bolts. And someone could still be an asshole and cut your cables/seat.
But I highly recommend getting an ebike in this city! It's really great! And your bike might be covered under your home/renter's insurance as well.

That's right, I use ~15 lbs of locks that cost me close to $1000 to lock my bike. But hey, I've had it three years and it hasn't been stolen.
Problem is, the racks often aren't designed with high security in mind. An organized thief could easily cut through the rack or cut/unscrew the nuts holding the rack down and take the whole thing. A crew could easily cut it and lift a whole rack with several bikes into a truck/van. A disorganized thief could also steal my seat, my handlebars, or just fuck with me and cut my cables or something.
When I have a few hundred to spare, I'll probably order some Pitlock security components to make it even more difficult for thieves. I know that anything can be stolen, but I'm going to make it a huge pain in the ass for them, and I sure as hell won't let them ride it away.
