Try plugging it in in a different room to rule out the outlet but more likely than not it's the power cable. If you want to save a bit of time, and you don't mind spending a few bucks, you can just buy a replacement cable like this one and see if that fixes the problem.
Many other electronics use this cord, so you may have another you can use as a temperary solution, or a permenant solution if the device you borrowed it from isnt used often.

interesting. I was going by the general rule of how to use appliances globally. but yeah if they have a dual voltage power supply in them you just need the american power cable, which is the same one they supply with like every console these days.
