These are the one I bought which are pretty sweet. They go around the rim which makes you very visible. Drivers suck down here and I swear half of them are drunk so the more visibility the better. Front and rear lights are important too, but lights like these help them see you from the side.
If you are big into biking, there is a social ride that goes around every Thursday I think. I haven't joined up with them yet but there is a Facebook group, NOLA social ride, if you are interested.

The battery pack isn't waterproof though, so don't leave your bike out in the rain (not that you should regardless).
