If you use acrylics, you can “scrape” the edges to make them cleaner. When there is an undercoat of acrylic this is tricky to avoid damaging the undercoat. Toothpicks are the usual choice for this but what you are talking about is either a silicone brush or sculpting tool and I guess could be more gentle than a toothpick.
