Office Liquidators/Auctions in your area. If you're near any cities, you've got some around you that sell lightly used Office furniture for like 50% off. Just Google it for your area.
EBay? I've never looked, I'm sure there's something there though.
Craigslist - there are people who buy and flip bulk/used/returned HM's, HumanScales, HON's, etc.
If you're REALLY on a budget, I've also used an Alera Elusion High-Back MultiFunction Mesh that was solid for the money. It's known as the "poor man's Aeron". Gotta get the MultiFunction though.

You can find them for nearer to $150 at times (for the Mid-Back). High-back is usually like $175. It's a but loud and rickety with some loose tolerances (and plastic). But, all the features you want are there for a legit Ergo chair.
It beats the shit out of a $200-$300 chair you'd get at Staples/Office Depot/IKEA.
The only thing it doesn't have in Fore-Aft armrest movement (they go in/out and up/down though).
I still have one here, I've had it for 4 years or so - still like-new. The Mesh back has a bit more give and the seat-pan cushion does too...but, both still fine.
The Hydraulic Lift just started sinking (like once every 2 weeks, no biggie) - that's an easy fix though. To be fair, I spent 24/7 reclined/leg elevated in it for 2 months last year (shattered leg surgery recovery) - so that probably caused that.
For reference, I'm about 6'3" 200lbs.
Herman Miller is my number 1 choice. But on a tight budget this is a great option. We have this in a vacation home and it is a great chair on a budget.

6'4" guy here, but I recently got one of these and am quite happy with it. No headrest, but the number of controls/settings you can change is about as close as you can get to a Herman Miller without the price. Forward tilt is a real gamechanger for when you find yourself hunching over your desk. It’s what I use every day, it’s one of the best chairs I’ve ever used and definitely the best thing I’ve ever found under $200. Pretty easy to put together (15 minutes or so), very adjustable, and no issues with faux leather falling off because there isn’t any.
Not sure your height/weight but I’m 6 feet tall and weighed 220 when I first bought the chair. I’ve lost a lot of weight since then but the chair has never stopped being comfortable for me. It actually has helped my posture a lot, as I used to always slouch and lean forward in my chairs because they were so uncomfortable for my lower back. This one has been a dream.
As someone who owns an office furniture store, I have tons of options. As for your budget, go for the #1 budget chair you can get, Alera Elusion. It will blow your mind how good the chair is for the price range. That being said, I don't know anything about the seller on amazon that has these for $148~, So you might want to look at other places. These are my #1 seller chair
If you dont need Multifunction, Look for the ALEEL42BME10B style, Cheaper without the multifunction and still an amazing chair.

It's breathable, super comfortable, very adjustable and very well-built.
I've been using one for a year now and I love it.
This isn't specifically a PC question, but I was wondering if anyone knows of a decent chair for both PC gaming and console gaming(where you sit a little further back and want to lean backwards a little).
I've been looking at this one after reading some recommendations, but my only problem with it is there isn't any kind of headrest part. I'm not looking for anything fancy, but just something reliable(my current chair has leather peeling off and slowly sinks by itself, forcing me to constantly pull the lever and raise it).

Office chairs are NOT cheap. I did a lot of research before buying this chair.
Super adjustable like a Hermal Miller, although the quality of the materials and fit and finish won't be nearly as high. The plastics all feel like pretty good industrial plastics, however.
Sure it's not made for flight simming, but it's adjustable enough to work for most any task. Only problem is having a wheeled chair and using pedals, which can be a task.
I can't attest to a racing setup but if your thinking about getting a office racing chair I would advise against it. They are nice chairs but for the price you can get something much better for your back, especially if you have long gaming sessions.
A DIY car bucket seat setup would be really cool, I love the seats in my car.

The big brands you should look for are Herman Miller, Steelcase, Humanscale, and Knoll. There are probably other great brands and chairs, but that should be a good starting point.
If you don't find anything, Amazon actually has a few chairs that are <$200 and are pretty good. I've also got an "obligatory" - if you're spending any measurable amount of money on an "office style" chair - go buy a damn proper adjustable Ergo chair.

On the surface- this has: a (kind of) adjustable arm, up/down, and tilt (with resistance rock and lock)? For over $100?

Unless you don't care and just want a goofy racing bucket with those specs (ya don't - or at least, shouldn't)...if you want a "normal" looking chair, get a multi-function chair, there are a few in the ~$150 range that have 75-90% of the features (and 60% of the quality tbf) of the Herman Millers and Steelcases.
You can buy things like the Alera Elusions (known as the "poor man's Aeron") for about the same price and get almost all the adjustments. I own one (High-back - paid $130), it's "loose" and rickety as hell, compared to a HM Aeron, but it's 85% as comfy and supportive (these Staples chairs would be lucky to hit 50%). Holds up like new after 3 years and the cushion is still almost like the day I got it (6'2" 180-185lbs.).
I've also spent plenty of hours in a HM Aeron BTW, I have a solid frame-of-reference.
