I know I have massively downgraded CPU but that allowed me to fit in a much better GPU. GPUs are normally more important than CPU for gaming.
I would like to fit in an aftermarket cooler but since we're slightly over budget, I would go for stock cooler. The Intel stock coolers usable for Intel CPUs as I personally am using one right now.
Cheap but reliable RAM.
Fast Gen3 SSD with TLC and DRAM.
Case has decent airflow and RGB.
The included PSU is good enough for this build.
A under $400 GPU will probably land you on a RTX3050 or even a RX6500XT, considering this to a RTX3060Ti, thats a massive upgrade. The 3060Ti is great for 1440p gaming.

A RX6600XT is better RTX3060 and RTX3060Ti in terms of raw FPS.

A 1080p 144Hz monitor should cost about $200.
Also there’s no “i7 9400f” but there is an “i5 9400f”, the seller probably mislabelled the CPU.
Mines has a better CPU and GPU for about same money when also factoring monitor, mouse and keyboard costs.
