I disagree with the other reply about this not being in fashion. Also tweed is a rough wool fabric and not really used for sweaters.
I see this texture quite often. “Donegal wool” is a specific type of wool that looks like this. Otherwise just “speckled” can get results. Here are a few that aren’t exactly the same but have some of those dots
