To support and follow-on what others have said, this is a thing you could build with a Teensy controller, probably a 3.5/3.6. https://www.pjrc.com/teensy/
The nice thing about the Teensy is that it builds on the Arduino (but with way more power, IO and memory). There's a lot of support for Arduino and Teensy in various online communities.
If you have no experience at all, check out Arduino for Musicians. It's a great book. https://www.amazon.com/Arduino-Musicians-Complete-Teensy-Microcontrollers/dp/0199309329/
You can design the schematics and circuit boards in EasyEDA (and have JLCPCB produce boards).
The front panel is a little more of a challenge. Some folks use PCBs for front panels (again, EasyEDA). Frontpanelexpress is a good alternative and they have their own panel design software.
