You're right, I don't know much about guns - I'm relying on A. J. Somerset (author of Arms: The Culture and Credo of the Gun). My limited knowledge of guns mostly comes from playing Counter-Strike! It looks like Somerset is referring to Ontario hunting regulations.

Semi-automatic centerfire rifles with a detachable magazine have been used in mass shootings in Canada: Polytechnique (Ruger Mini-14), Dawson College (Beretta Cx4 Storm), Quebec election night shooting (Vz58).
Instead of prohibiting just the semi-auto centerfire rifles used in past shootings or which seem likely to be used by copycat shooters, which appears to be how the current list was created, I think it'd be simpler and clearer for the Liberals to bring in legislation prohibiting all semi-auto centerfire rifles with a detachable magazine, as New Zealand did after the Christchurch shooting. In contrast, official Conservative policy is that all such rifles should be non-restricted, which is more like how they're handled in the US. Given the large gap between these two positions, it'll have to be settled through public debates (like the one we're having now!) and elections.
