Good question. While a 2 or 3 fan card will cool the card better at fixed noise output (40 dBA is a common comfortable level), 1060s don't generate as much heat as 1070s, 1080s or 1080Tis so it's not like the single fan card will be unusable, not at all. I don't think the second fan and bigger heatsink is worth $60, I'd probably pay like 30 or so for better noise levels.
As a side note, if you were thinking of spending 60 bucks more on the GPU, why don't you step it up to a 6 Gb 1060? For just 10 bucks more over those 60 you could get the Asus 1060 Dual-Fan 6Gb. That would be a far noticeable upgrade in VRAM and performance (between 5 and 10% more fps).

Description of Problem: I just bought a ASUS GeForce GTX 1060 6GB Dual-fan OC Edition to run as a second GPU on my rig. I installed the 1060 with a 1x > 16x PCIE raiser, using a SATA power cable. However, the device manager shows Error 43 and Windows is not providing the GPU and resources.
Troubleshooting: Tried clean install of GPU drivers, swapped ports and raisers, tried device manager update and windows fix problem.

I game casually most of the time. Last year all I played was a boat load of hours on tf2 and I don't think overwatch takes a lot of power (but I could be wrong). I bought the laptop for school since the laptop itself is surprisingly pretty decent (battery screen speakers and keyboard). It ran the test cad file (I usually go to the lab anyway and so the cad I would run would be the basic stuff for homework) and it worked decently.
When I was looking at the laptop I noticed the thunderbolt 3 port (before that I was going to just get a Nintendo switch) and though for the same price I can buy an external gpu and the dock. (Maybe get a second hand graphics card off Craigslist ( I found a 980 4gb one for 320 and I can always barter down to 300). That would be $460 total and even with the bottle neck on the thunderbolt cable it should be enough to do 1080p gaming
Is that correct or am I off my rocker?

I'll research the RX 480, my main concern is for password hash bruteforcing performance, but if I remember correctly, I read the 480 was very comparable in performance, I just haven't had an ATI card since my 9800 Pro back in the early 2000's, which was awesome at the time. I just know a lot of the tools I use are better coded to make use of CUDA and therefore better performance.
There aren't a whole lot of 1060's that have two HDMI ports. But this ASUS dual fan model looks like it does.
Looks like the extra HDMI was put on that card with VR headset owners in mind. If you want to find a different two-HDMI model (assuming there are more) you might look for that type of model.

Hey thanks for the quick reply! I mostly use my PC for gaming, and my current GPU is a NVIDIA GeForce GTX 1060 6GB. And my current ram is 2 sticks of 8GB of ram (16GB total) from Corsair.
In terms of budget i'm rather flexible with how much I need to spend. I feel like my comfortable limit is around $200-$400 for a CPU, that being said if there is an option that is really good that is even cheaper than that, I would be willing to get that instead. If upgrading my motherboard and Ram is something that I need to do as well because of my outdated parts, then obviously i'm willing to spend more than my CPU budget.
I'm not very tech savvy when it comes to CPU's so i'm not sure what is good or not, however i'm getting better at knowing other parts such as GPU's and ram.
I don't think I need the CPU upgrade immediately, however some of the issues with my games are getting rather obnoxious when they occur (games becoming unresponsive for a half second or so when things get hectic). Most games work fine on my PC but I have noticed some of the newer games are beginning to have issues, even to the point of crashing to desktop in the middle of a game. Not going to go too much further with my tech issues as that's for a different subreddit.

I wanna build a new one because I get lots of frame loss in arma3. I play high demanding games and i get around 80fps in arma3 but im starting to get high frame loss (it goes from 80 to 0 and does it over and over again) I read this one post where this guy plays at a higher fps on a higher setting with a worse cpu but same gpu and gets more fps then i do. Is it because of my 8gb ram? should i just upgrade to 16gb and build another pc in a couple of years?
Is it a factory overclocked GPU? Most of these cards will have OC in the name like this for example.
Like /u/Hatwat45 mentioned, there was a "fix" where a user underclocked their card 50mhz here stemming from this error.
If you're having difficulties underclocking and need a guide, this looks promising using MSI Afterburner.

Description of Problem: White rectangles then Internal_Power_Error BSoD crash. After troubleshooting I reinstalled drivers and another white rectangles crash to black screen this time.
Troubleshooting:
Checked all seating in my computer
Checked to make sure nothing is damaged
Uninstalled all drivers with DDU and reinstalled
Made sure Bios was up to date
Tried all google results fixes I could personally do. Kinda vague, but most were things like disable chrome hardware acceleration and turn off sleep mode.
Any help is appreciated.

I have a 1060 and I love it. Runs everything I've tried no problems. Mine is a little loud due to beefy dual fans, but otherwise an awesome card for the price.
If you want to fit in an SSD, you could squeeze a bit more out of the budget. For example, you have a $330 1060 in your proposed build, but if you're willing to do a bit of waiting, there's usually a 1060 on Amazon for $280 (such as this Asus model right now.) If you're going for mini (maybe that case is small?), there's actually a Zotac mini 1060 for $250 right now. That would leave enough room for a 240 GB A-data SP550 SSD.
