I run off a laptop with Retina display but work with external display cuz my neck (duh)
Because I work with 4k footage a lot I decided I needed to see what I was doing, so I cheap-ed out and bought this Asus 4k monitor. To be totally honest, the viewing experience freakin' sucked. The whole thing felt like a clunky dead pixel bath.
For some reason I preferred the viewing experience on my 1080p Sceptre monitor...
Takeaway: buy a real nice monitor if you can. Although, then again, I'm always having 1/2 or 1/4 playback... So maybe two monitors is cool!
Here is a decent 4k monitor for $369 CDN (so about $280 USD). Then you can probably find a set of cheap speakers anywhere from $15-$30. Though it's only 28". Perfect for a small room I suppose.

I have two monitors right now: 27" 1440p in front and a 21.5" 1080p to the right.
I'm wanting to get a 4k monitor for in front, move the 1440p right, and setup my previous desktop (4670K, gtx 780, 16GB ram) with the 1080p monitor and a small SSD (60-120GB).
This one for $312 caught my eye after a little browsing on amazon, but if there's something just as good for less I'd like to know.
I want to stick to 27" or 28" because any larger would likely not fit in the space under my desk shelves.
Just ordered my 4K monitor on Saturday. Should be here tomorrow. I’ve had an Xbox One X for almost two years now, but I’m barely doing this upgrade lol they are just now starting to become more reasonably priced for a gaming monitor (monitors, especially gaming monitors, are generally more expensive than TVs at the same resolution). I’m pre-ordering the series X, so I had to make sure to do the upgrade before I get it. Definitely have to go at least 4K with all of that muscle.

So whichever you think he would like more, 4k at 60hz or 1440 at 144hz. I personally would go with 1440 at 144hz.
Sadly r/monitors does not provide console gamers much love sometimes, but as I've now done the research to be at least a little knowledgeable I'll share what I know.
So the short answer to your question is what you're looking for does not exist in your price range. This is because what you're looking for is a 4k monitor with true HDR at 60 Hz. Those run in the $600-$800 USD range.
The good news is that if you're willing to make a few sacrifices then you may be able to find something.
A bit of knowledge for you, consoles wont output anything over 60Hz so getting a 144Hz monitor is useless. That saves you some money.
Sadly the monitors with "fake" HDR are out of our price range (I've been looking for three months for the same thing you're seeking). Those run $450-$500.
So were left with a 4k monitor running at 60 Hz. I'll link what I've found in our price range. That seem to be worth anything.

The ASUS monitor is a TN monitor so the colors will not be as vibrant but the performance will be better which is what you're looking for in FPS games. The LG is an IPS monitor so it'll have the opposite.
I will be getting the ASUS. Having missed my opportunity earlier this week, I'm waiting to see if Monday brings the price down below the $300 USD price hold again.

Best is relative to your use case. For example, 4k is a good resolution but if you connect it to a weak computer you won't be fully utilizing the monitor and you might have to lower settings to the point where the monitor is functionally worse than a 1440p one (assuming you could fully utilize a 1440p monitor).
In any event $250 will get you a 4k 60hz IPS monitor.
$270 will get you a 1440p 144hz IPS monitor.
Most people will find 1440p 144hz to be a more enjoyable gaming than 4k 60hz.

Although if programming is more important to you then gaming I would get a 1440p or 4k monitor instead for the improved text clarity and screen real estate. You can get a 28" 4k monitor for $250 or a 27" 1440p monitor for $210.

This is pretty decent value as long as you use the promo code (customize: add 16gb ram, 1tb hdd secondary storage and 3070) It's a prebuilt but it has a 3070 which is nearly impossible to get for a non-prebuilt PC. However, if you're interested, I recommend buying sooner rather than later since these usually sell out pretty quickly.
That should leave you with ~$300 for a monitor. If you don't mind ultrawide, this is pretty good but it's on sale which ends in 6 hours. I know you said you wanted 4k so this is a viable option but know that it's 60hz, which personally would be a dealbreaker for me, but to each his own.
As far as keyboard and mouse go, the Redragon kb/m combos are really good value for the price. If you're willing to spend more, Ducky is a very reliable keyboard company.
Whatever you get as a keyboard, make sure it's mechanical and not membrane. Sometimes retailers will try to trick you by saying it's "like a mechanical keyboard" when it's not actually mechanical, so beware of that.

After doing some research with my friend, we brought our list of 4k monitors down to three, but we are open to other options. The three are:
Right now, we are split on which is the best. I personally think the Acer solves the most at the most convenient price, but the Schrodinger's box on its HDR is concerning.
My family has had bad experiences with Samsung tech(specifically their washers) so I have a general lack of trust towards their products. But, since I can buy it from Microcenter, it does have the benefit of being the easiest to try and return if anything bad happens.
The Asus is just straight up cheapest and most convenient to buy. I can also easily set it up and return it since I live near an Amazon store. But its price point suggests it may be the one with the worst make/build.
Since I can't make up my mind on this, I wanted to get advice from reddit on which monitor to choose.

To elaborate further on what I'm going to use this monitor for, it's for gaming for Cyberpunk 2077 when it comes out. And then later on other 4k games ideally. I'm buying this in preparation for the release of 3080 since the release matches my original timeline for upgrading my PC across the board(RAM, CPU, MB).
The reason I explicitly mention 4K is because I mainly play single player games so I'm fine with slow response times since I'm currently using a TV anyways and I want the game itself to look as pretty as I possibly can within my budget.

Any TN panel gaming monitor will do, Freesync lowers input lag so you will want that enabled, though the range of the displays below are only 40-60Hz so really just 60fps multiplayer games will get the benefit but the major PvP titles are 60fps.

It doesn't have HDR but it does 4k pretty well. Also doesn't do sound but I just use my xbox headset.
I used to play on a Samsung 65' 4k HDR TV but I prefer this monitor for shooters/battle royale.
If you want a monitor with 4K and HDR you are going to have to play a minimum of $700 for quality HDR. A alot of monitors advertise HDR but aren't as bright and vibrant as HDR10 which is the standard.
