ATH CLR100. Best earbuds you can buy for cheap. Stay in ear pretty well and damn near indestructible. Much better sound quality than you can find in any other earphones in this range.

These are cheaper than your budget but I've had them for a couple years and they're still working great. Sound quality is excellent, very crisp and clear with moderate bass. Comfort is an A+ for me as well
I'm just going to leave these $10 IEMs from Audio Technica that slay the Earbpods IMO here.
If you're not looking to spend much go for these. No microphone but definitely the most bang for your buck in terms of audio quality in ear buds.
I use some Turtle Beaches x31s, but I'd look at their pc line of headsets. Do an amazon browse for turtle beach, they make good sounding headsets.
Basically, I'm saying you should get a headset that will also play the sound from your pc (because 5.1 + mic has the tendency to bleed though).
If you want to use some earbuds or a headset + a mic, I'd recommend a decent mic like a blue snowball or something, and there are some earbuds that I've had my eye on- audio technica amazon link
Other than that, I usually do most gaming without chatting, I use the keyboard most of the time but when I play and chat, I usually have my second computer setup as a chatbot.
Desk mic- Blue snowball (or splurge for a better quality mic with more features) or blue yeti. I've got a snowball, I adore it, all my friends really love the quality. I've used it to record instruments, and while it's a bit quirky sometimes, it's pretty much flawless. blue yeti allows for headphone and/or xlr connection, better recording quality and higher recording quality.
Headphones- I don't usually use headphones, but I've been recommended these earbuds, which are more my style. Apparently great sound quality and good price. Also, skullcandy earbuds have always served me well, but apparently the bass is exaggerated.
audio technica have some in-ear earbuds that arent 100% noise cancelling but theyre the best value earbuds that ive found in the past few years
