I'm not real sure, but at first glance I don't like that they don't give more specifics on PPFD. I bought these (highly recommended across most plant subs) and every plant I have started having new growth within a month:

These are my go to, they are LED and don’t burn my rare plants, come in 1 or 2 ft packs. They come in white or yellow. Be aware the white are slightly pink and the yellow are almost white.
these are nice i bought the yellow ones by mistake, i would buy the white ones if i did it again. the white arent really white, they actually have a purple cast to them. that being said the yellow have worked pretty well for me
LED, temperature range about 5000k, wattage will depend on the area you need to cover.
For a shelf setup something like this as a random example I find works best.
I’m in the US not the UK so I’m not sure if this is available to you, but these are the lights I use in my cabinet. The attachments fit down the side of the glass shelves, and the power cord out the bottom so I can turn them all on with the flip of a switch without opening the cabinet. They attach with double sided tape. Plants are really happy since getting them!

I just zip tied a strip under each shelf :) even had one leftover since I only have 3 shelves! Most of my plants seem to love them, but there are a few that haven’t loved them as much (mainly my Warocq and P. Brandii). No complaints from me though! :)
I don't know if they're the best, but my plants really like these bar lights! I got the 8 pack of white, and am actually waiting for it to come back in stock. All of my plants are coming in compact and colorful so they definitely work :) and the lights themselves are super easy to configure, with at least 3 included mounting options. I hope this helps!

The first option from Lowe's should be a decent choice. I haven't used that one but the only thing that would give me pause is the fact that it's not safety listed, otherwise it looks like it will do the job.
The Brite Labs option looks sketchy, and the USB plugs are not at all safe IMO. Everything I've had with that plug type has died within a few months or come close to starting a file. They don't list any specs that are meaningful for plants and getting hot is in their FAQ.
I've been using Barrina LED strip lights in pinkish white, for the last 2 years. They look normal but give a bit of extra blue light that seems to help prevent etiolation. They look a little pink in photos, but aren't so cool toned that they are irritating. I'm super photosensitive and get migraines easily. The burple lights are trash anyhow.
The price is higher than the Lowe's option, but a set of (4) 2' lights will run you $40. They were UL listed and there's been no disconcerting heat from the plugs or the lights themselves. I'm running 3 sets of (8) 2' foot lights in my basement greenhouses. They also come in sets of of 8 and have a 1' or 4' option. I have a single 2' light mounted on each 12" deep shelf. They are lightweight enough to mount to the underside of a shelf, (like in a bookcase), if you prefer to have a look that's a little more integrated.

If you go with the Lowe's option, I'd double check the return policy just in case. Main thing to look out for is the plug or lamps getting hot.

They also have a BR30 (flood light shape), in the full spectrum that you could put in a clamped work light. Depending on how many plants you need to get under it, you might need two lights if you go the clamp light direction. I would get a timer for any of these options so you can just put it on a 12 hour cycle. After you set something like this up, you'll be good for the season.
Ah, that elusive balance and the budget to achieve it!
If you're really into interior design, then you know that with any light source, the art lies in integrating it with the surroundings, balancing form and function.
If you're really into growing plants, then you know that the science of light lies in providing the appropriate intensity with the right amount of coverage at the proper distance, for the appropriate photoperiod to enable photosynthesis.
The perfect balance isn't always easy to achieve, "cheaply" and effectively, in a living space. It really depends on how many plants you have, what size your space, where you can mount & install things, etc. And of course, your budget.
Under-cabinet, under-shelf: low-profile LED tubes
Task-lights, spotlights, hanging lights: Flexible lamps or poseable fixtures + LED/CFL bulbs. These come in different strengths.
Standing lights, pendants: For examples, see Agrobrite lamps and Soltech Solutions fixtures.
Side note: Just use full spectrum light that reads white. There is absolutely no reason to live with a purple glow. I could get into the details of why that's not necessary for foliage houseplants and herb gardens, but just ask me if you really wanna know.
I usually use a 10w led for seedlings; x2 for rooting clones. I have just laid them right on the dome.

I have a bay window and it is SouthEast facing and I have had all kinds of plants in it and they have done well. I would get these lights, I don't know if you need four, but the price is great and the light is more whitish. I have the colored ones but not for a main window. You may grow to hate it. I have no idea what a substrate is. I use potting soil, I grew 250 seedlings a year and never had a problem. Neither with the 30 pots I have outside.
Get a moisture meter. I don't know what you mean by seal them up. Why wouldn't you water them like any other plant? You are making this into more than it is. Go to a garden center, buy the herbs and let them acclimate for 2 weeks then pot them up into your pots. I don't even bother starting them from seed, it's a pain. Have saucers or a plant tray to catch the water when you water. This is what the lights will look like if you get the colored ones. These Barrina lights are pretty popular for smaller plants and would fit your space well.
Thanks for being clear about what you want to use them for. Lights for starting seeds can be much more basic than for growing plants to flower / fruit.
Your take on Amazon is correct. There is a lot of crap out there that needs to be avoided. Amazon is fine if you already know what you want to get and it's a brand/vendor you can trust.

Shop lights can work just fine. If you want something a little fancier but still on reasonable price side, Barrina basic grow lights (available on Amazon and elsewhere) are well spoken of in the gardening subs. Good full spectrum light.

They're going to be about $1.00 per watt, which is ok for a small full spectrum source like this.
You don't need the purply-reddish lights for seed starting.
With a shoplight or something like the Barrinas, I would start about 6 inches off the top of the soil and raise them to keep a similar distance to the seedling tops as they grow. You may need to narrow that space to 4 inches, but the plants will tell you. If they start reaching for the light excessively, then lower them.
