These were planted indoors, in a heated (80ish degree) indoor green house and I set up grow lights about 5 inches from the soil after they sprouted. They seem to be wilting and dont look healthy. Im hoping I havent killed my first round of seeds, but Im looking for advice / suggestions / encouragement!
I got these, don't know if they are the best but certainly enough for my basil. They are wicked bright and I wear sunglasses to go in there or I get headaches.
Unless I calculated wrong they are costing me about 7-9 dollars a month to run all 6 lights 16 hours a day.

It's these lights. Same ones we use for our mature plants that produce heavily 1-3 feet away from the lights, and none of our pepper seedlings are getting leggy under the same lights.
I know you were thinking about a turnkey kit, but let me suggest you try a small setup growing lettuce under Kratky method. You can do that in a big plastic coffee can. Or a plastic gallon milk bottle painted black or foil covered. But a similar size rectangular sort of food storage container with a hole in the lid actually is better.
A seedling can be supported in it by a small piece of foam, like from a pool noodle. Nothing to buy but seed and nutrient if you have a porch to sit it on. Lettuce isn't too picky about light, so even a bright south facing window might do. (But not for other plants.)

If you like the method, you can make multi-plant growing units from plastic storage totes. See the video on the above site about seedling to pool noodle. You can get a dozen lettuce/kale/chard plants in one. And you can light four such totes with one of these.

I also use these 6000k daylight white ones from FECiDA that are labeled as flood lights but have identical specs to the grow lights except they come bare wire & have different mounting hardware. However they are only $26 for 2 of them which is ridiculously cheap & you can purchase a 3 prong cord at home depot and attach it really easily.
