Let's get into a detailed proposal for you.
You have 8 1020 trays as far as I can see and that translates to a bit under 12 square feet.
My rule of thumb is that for LED lighting you want 15 to 20 watts per square foot to start plants. That comes out to around 200 watts of true power draw for this area.
You can use shop lights if you buy up enough to match 200W. You want the temp rating of the light to be 5,000K or more.
Any more, there are more full spectrum grow light options for similar or even lower cost.
A Barrina grow light set would be my choice if I had to take care of these today. I would choose this one. You don't need the pretty purply red lights for starting plants. In fact, you don't really want them because a fair amount of the radiation is not useful to seedlings. These cost about 40 cents per watt. Honestly, you probably aren't going to do any better on cost per watt with shop lights and these will grow your plants faster and you have lights you can over-winter plants if you want. They'll need to be hung from the ceiling or from some structure. Get them down about 6 inches off your plant tops and arrange things so the light is most evenly spread. Adjust as necessary as the plants grow. If they get leggy, lower them (with those lights you shouldn't get leggy plants at 6") if they start to get bleached leaves, it's too bright and you need to raise them a couple inches.
These Barrinas are a nice economical option at the price point of shop lights while having more full spectrum light benefits. Full disclosure, I don't have direct experience with this brand but people on here seem to generally like them. I do have experience with a similar light from Feit that costs about 2x per watt and have been happy. (with the lighting, not the cost) I would not even try to integrate the lights you have now. Those are 10W per each unit (the descriptions are bald faced lies saying 50W or 80W).
For seedlings, make sure you run about an 18:6 cycle. 18 hours of light and 6 of dark. Most plants need the dark period to develop properly.

thought I would use 2 per shelf but these were only bright enough for greens and herbs on the top shelf, currently 4/6 are hanging right next to each other on the top shelf with one each at the back of the two power shelves.

They go to that price every so often so I have camelcamelcamel set to alert me when the price goes back down. I really like them, very bright, have them plugged into some smart plugs as a timer. After I added two to my lower shelf the larger fruiting plants really started to take off.

I've only had them up for about 2 weeks and prior to that I was sure several plants were permanently stunted and destined for the trash. To my shock they started growing.

Note: all these lights are silent but do get pretty hot, not so hot you can't touch them but you don't want to hold them for any length of time without gloves. Some other lights have internal fans, which I believe would be a good option if noise is not a concern. The heat these lights put off is actually helpful for warming my indoor pepper plants and allowing me to grow cucumber and squash outside when nights are often around 50 degrees F.

These currently cost more than when I bought mine. I use 2 yellow and 1 white (shop light) per aprox 3'x2' shelf. I have about 5 shelves lit with these now and more in my grow tent. Even if you don't use these they will offer more options. I really love my barrina lights.

Not sure how much it helps but it looks nice :). Nothing in terms of heating, but it's actually pretty warm in there with the grow lights running all day (and it doesn't get too cold in that room at night either).
