I use these Barrina grow lights. They're available in both pinkish-white and yellow light. I believe they're the same that you have, but just an 8-pack, and I have had no issue with plants etiolating under them. I have a shelf set up, with two lights per shelf, and there's probably 10ish inches between the light and most of the plants. The lights are strong enough to prevent etiolation (some plants, such as echeveria, may need to be propped up a bit closer to the light) and have also brought out stress colors in nearly all of my plants. Barrina also has T8 lights, which I've seen multiple people recommend here, but I've had no issue with he T5s I'm using.
I've never checked EC or PH, and I top off the containers with fresh nutrients as they need it, altering the nutrient mix according to their growth stage.
Tiny Tim Tomato plants are 2 months old and already fruiting. I have peppers, cilantro, basil, lettuce and tomatoes. Lights are 16 on/8 off.

These are my go-to grow lights for my shelving units because you can link them to a single switch. They also come with 3 different ways to mount them (I use the zip ties because of how my shelves are designed). If you don’t have shelves, you can also look for a full spectrum bulb to put into your light fixtures or lamps!
Just don’t use the kind of grow lights meant for marijuana. They are meant to replace the actual sun. Most, not all, but most houseplants want bright indirect light. I use these Barrina grow lights. I’ve bought both the white and yellow. The white has a very slight pink tint to them and the yellow definitely look yellow.
I was a SPED para in a former life. Money was tight back then even when a studio in Cap Hill was only $400. I bet you don't make much more than I did then, so I can empathize.
If you're fine eating lettuce/spinach/greens/etc and you have enough indoor space, I'd be happy to get you soil mix, pots, and seeds to have a small area where you can grow that stuff reliably all year inside. The things you'd need are lights, shelving, and 10-15 minutes each day (at the most).
Thanks to childcare, I make quite a bit less than minimum wage right now, so I can't afford to buy you lights and shelving, but the other stuff I can get. The lights I use are currently $50 on Amazon and there are a ton of wire shelving options as well in the $40-50 range also. They aren't all that ugly and the wire racks make it easy to adjust how close the lights are to the sprouts as they emerge (so they don't get too leggy). I'd be happy to share other tips/advice/etc as well.
(And if someone else is reading this and wants to spring $100 for lights/shelving, please speak up.)
Of course, there's much cheaper lighting/shelving you could use, but you'll get better results with better lights and those are about the cheapest you can find that will work well.
I got these lights in white. They do offer smaller bundles if you don’t need 8 of them. And I recommend checking the prices often as I got mine for $50.99 and looks like it’s $64.99 now.

I haven't used them myself. I personally use cheapy LED tape for my less demanding plants and SANSI bulbs in thrift store desk lamps for the light hogs.
Don’t buy those, they are crap. You’ll need about 50Watts of PAR light per 4sqft of space. So for example something like these over a typical 1’x3’ shelf will do.

That light will work, but only for 4-6 medium plants. It’s scope is very small bc the bulbs are small and short, meaning they will only illuminate what is DIRECTLY below the bulb and not to the side. Also your plant will need to be a max of 12 inches under it. If you want the best price for surface area covered, go for long led strip or bar type lights and mount them under your wire shelves. It will be minimal visual impact while covering a lot of surface area (much more than that 4 bulb lamp) and will also add some light to lower shelves.

IKEA vittsjo shelves and lights off amazon. I haven’t tried them before, so we’ll see how they do. My cheap light meter reads that they’re producing a bit more light than the NW facing window right now. I figured they were cheap enough to double up if I need to. They are also white light, not the red/blue. I also got a timer for the lights and used a levolt humidifier for a little over a year.
The levolt I like for the warm mist function and large tank, but it doesn’t really read the humidity in the room well and I feel like I have to manage it more than I’d like.

Haha well it wasn't too difficult! I found a local saw mill and got some Walnut ($32) cut to size and planed. I sanded, and laquered the boards.
Then I bought some brackets off of etsy(would not recommend the seller though, half of the holes weren't countersunk and there were scratches on the paint)
I tried to find studs to use in the walls but they weren't consistently spaced and would cause a funky layout on the shelves/brackets to hit a stud in each.

Then you can run at 90%RH, everything is contained, you can bomb your tent with something like in-cide to sterilize and vent everything out.
Grow lights are definitely a must if you have to bring your plants indoors for the winter and want to prevent etiolation and help them thrive. The FAQ, linked by the automod and also linked in the sidebar, gives a good rundown of what to look for in grow lights. Since succulents demand so much light, most grow lights on the market simply won't be strong enough for them. You need to make sure the lights you get meet the specs for succulents. The overwintering megathread, also linked in the sidebar, also offers info on grow lights and is also where people on this sub share their setups for the winter, including grow lights. It should give you a good starting point for setup ideas. Personally, I use these Barrina grow lights. I use them year-round and plants do not etiolate under them. I believe Barrina sells them in a smaller pack, so if you don't need 8 lights, you can opt for fewer (just look in the Amazon Barrina store and you should find them). They're currently on sale for Black Friday and Amazon also has a $6 coupon for them. These lights work best attached to the undersides of shelves.
Aside from making sure you choose strong enough grow lights, you will also need to make sure your succulents are close enough to the light. Most succulents need to be within just a few inches of the grow light to prevent etiolation. Echeverias are especially light-hungry and typically need to be within6" of the light.
Other than lights, care should pretty much be the same. For the most part, succulents indoors don't experience dormancy, so that's not something you need to worry about. You should only be watering when the plant shows signs of thirst (deflated-looking, wrinkled leaves), and it's possible that you may notice it takes a bit longer for these signs to appear after watering. While it's not necessary, it is a good idea to get fans (like the little stroller fans) to better airflow indoors for your plants. I have a fan per shelf to help with airflow since airflow indoors is drastically restricted compared to outdoors.

If that's the case GE also makes T5 fluorescent or LED grow bulbs and now offer an A19 bulb (fits a standard lamp). Ikea might have some fixtures that would fit the T5s and of course any of their fixtures made for a standard bulb would work with A19 bulbs. The lamp with the 3 heads would probably give you enough extra light with the GE bulbs.
I have three greenhouses set up for my houseplants in my basement and have been through countless grow lights. In my experience, the clips ons tend to fail after a year and the plugs on some of them, especially the usb ones, have gotten hot enough to melt the plastic. They also sell a 4 pack of the 2' lights for $40 or a 4 pack of 1' lights for $30. The yellow version will look more like incandescent lighting than the pinkish white they offer, but even the pink ones aren't super pink. They are a bit more expensive than clip ons, but better quality, way more versatile, but less than Soltech.
They could easily be mounted to the shelves that get less light and any electrical supplier should have longer connecting cords. They would be hidden by the lip of the shelf, can be turned on and off individually or as a group and it would look like you had shelves with accent lighting rather than an obvious grow light.

Not sure of your set up, but I have a plant shelf and useBarrina T5 Grow Lights attached under each shelf (2 per shelf), and they work great! Depending on the shelf and the individual plants, you may need to move the plants closer to the light, though.
For the very top shelf, where there isn't a shelf above to attach grow lights, I use two different goose neck lights. I use this one and also this one. I used both of these before I had the Barrina, and they worked just fine and for the most part prevented etiolation. Now however, I use these lights for my props and plants that require lower light, as the Barrina are stronger.
I also live somewhere that gets next to no direct light, so I understand the struggle, lol.

Humidity.... this is the desert and we haven't had a monsoon season in years, so it just plain does not get super humid here.
Soil, I use topsoil. It does dry out faster so I need to water it a bit more often, but3` if I know I am not going to be home to water I will add a cup of potting soil as it holds water longer.
I don't reuse soil for microgreens, I do put it on top of my potatoes as with potatoes you need to add height as they grow using more soil. So that part works out well.
Could you send a picture of your set up? It sounds like overkill, but there are also factors like the length of the shelf, the distance from the plants, and the length of time you have them on.

I've been running a fan but I feel like it might be getting too cold for them cause the other day I left it on all day and then at night they were all shrivelled up. I don't feel they're leggy (the tall ones you see there are Cosmo's) but most of them are peppers. I'm growing some fancy peppers and don't want to ruin them.
Even a bright window typically isn't enough. Windows filter light, which means your plants aren't getting as much light as it may seem. They're getting even less light if that "bright light" isn't coming from a south facing window (if you're in the northern hemisphere).
In such cases, it's typically good to supplement with a grow light. You can find cheap ones on Amazon, and I currently use all of the ones linked below and my plants love them.

I have two on each shelf of the metal storage rack I use for my plants. I've been able to grow a dozen different types of seedlings that are all healthy with strong, thick stems. I also moved my calendulas under the lights about two weeks ago, and they've grown an insane amount and are about to bloom for the first time.
I had them all under the purple clip on lights and I definitely saw progress. Hopefully this will help bring out some more growth!

I would behead your stretched ones and repot. The base will grow new rosettes (like your stalk is doing now) and the tips will re-root. Just make sure you get good roots going. Two plants for the price of one 😊 Good luck!
I have these, and they fit under shelves nicely. I had to play around a bit with how to mount them - sticky stuff seemed to give out after a few days. so I put zip ties around the hanging bracket and then hung them from the sides of the shelves (the gap between the shelf itself and the stand - if that makes sense?)

Depends on how many you need - this one has 8 instead of 6 with the same wattage for the same price, plus they're 24in instead of 17in. I can vouch for the Barina brand, we've got a dozen of the bigger ones on one rack and have been running for the last 10 months. I don't like lights that don't give you output beyond wattage, much prefer the ppfd or lux so you can calculate how many hours your plants will need.
This one is a single bright light that puts out around 10k lux (bright indirect light), which looks to be more light output than all 6 of the first setup if you just want to add light in a few places.
Lots of choices, but it is going to come down to 1) some additional light is better than none, 2) how do you get as much light as possible on the plants that need it & 3) what is going to work for your mounting & area setup
Tip - you can use this calculator to convert from micromoles / square meter to Lux (roughly) which you can measure with your phone or a cheap light meter
If you have 9 plants, one light probably won't cover them all unless they're very small. You might want to try with the light you already have, then get another one if they don't seem to be happy. Most of the lights should be "safe" for your eyes but you may or may not find them pleasant to look at. I find that some of the low-light plants, like the cylindrical snake plant, really are a lot happier with additional light even though they can survive in lower light.
Not sure of your budget but since you are in a small space one thing you might think of is either open wire shelving like this or glass shelving (I have this). This way you won't block whatever natural light you have, and whatever supplemental lighting you use can easily fit within the same footprint and won't need to be at a funny angle that might shine in your eyes. I have these lights that I use with both of the above examples. For the glass cabinet I lay 2 of the lights on the glass top to light the top shelf, and the other two on the top shelf (fitting them to either side of the plants) to light the bottom shelf. Because it's glass, it's also getting light from the window. I do the same thing with the wire shelves, but have zip-tied the lights so they hang below the shelves.
