That cable will work for your purposes. Just make sure you get the one that is one meter or less in length.
USB-C / Thunderbolt cable standards are a mess. If you get a TB3/4 cable that is 1 meter or less, you should be in good shape. It should do both TB 3/4, DisplayPort, and high speed USB. But, some >1 meter USB-C TB3/4 cables do not transmit high speed (USB 3.0) signals or DisplayPort.
For instance, this 2m Belkin cable does high speed TB3/4, but is limited to only slower USB (2.0) speeds and would NOT work for your purposes (because no DisplayPort):

That's not an equivalent cable - when talking about TB3, cable length is a major factor. It's trivial enough to find a sub-1m long cable, but at 2m, most options start at around $70 like this one (edit: and the Belkin cable doesn't support DisplayPort video output while the Apple one does). The Apple cable still has the Apple markup, but it's closer to 1.5x-2x rather than 6x.

Edit: when looking at the 1 star reviews on B&H, I believe the website is false advertising and the cable on Amazon is the same cable there
I mean, I understand the TB3 cable requirements, but why did you spend $100 on a cable that's only going to live on your desk? There are much cheaper compatible options. Hell, even the overpriced-af, name brand Belkin version was only 80 at full price retail, and only 70 now.

but it also happened on the OEM cable that came with it.
Go back to the manufacturer's specifications for the cable. If they claim the cable is capable of USB 3.x up to 10Gbps and supports DP Alt Mode, then the cable is likely passive.
If the TBT3 cable comes with lots of caveats saying, "only works with TBT3, no USB3 support, no DP" then it's active TBT3.
