Bike locks are more for slowing down a thief, not stopping them. So go with something that is inconvenient enough to pick or cut that it will slow down a bike thief, or make them go after an easier to steal bike. But if they really want your bike, no lock is actually going to stop them.
Not many locks or chains will stand up to a portable angle grinder with a cut off wheel.
I use a dual shackle U-Lock (Similar to this one) and put one shackle through the rear wheel (that has the hub motor) and the second one through the frame and bike rack.
Try and use a lock that doesn't have a regular key that is easy to pick, less traditional key types can take longer to pick or might requires special tools.
Some bike lock companies do also offer a warranty of sorts to recoup the cost of a stolen bike. but you need to make sure to register the lock and it also takes documented proof like photos and/or a police report to file a claim. Kryptonite has a pretty good one from what I hear.
I have not seen any frame locks that fit 4" fat tires. But what I did find that fits a 4" fat tire is this dual U-Lock and I was able to fit one shackle around the rear tire, then the main shackle around the down tube of the frame and to the bike rack.
