3000 PSI is not that difficult to achieve with a hand-pump.
That should allow you to get something small up to 4500 psi, even though it won't be fun.
You need to have a pump that at least is dual stage.
If you are lazy/sane the easiest way is just to get a scuba tank filled somewhere.
Get a good pump.

It takes a lot of hard pumps to get to 2,500 psi (what I use for my Benjamin Armada 22 rifle). It's a serious workout!

There are specialty high pressure pumps for air rifles so he would be able to get it up to pressure. As others have said it would take a lot of time and effort to do it.
