The Allegheny County Health Department’s Housing program is who you should contact first. If you’re within the city of Pittsburgh, you may have to go through permits and licensing, but the health department should be able to guide you. They can also tell you if the vent violates existing building code. It might be possible that it only violates the manufacture’s warranty.
Also, are the hook-ups mentioned in your lease? If not, prepare yourself for the possibility that your landlord will repair the code violation by removing the hook-ups if you report him.
Just FYI, you can vent a dryer indoors with a special attachment.

Well what I meant was in regards to the dryer, just chop off everything after it exits the wall there, and vent it where it already exits the building, flush with the wall. The patio doesn't look insulated, so I can't imagine a dryer being so extremely annoying that it can't vent there unless you are running a commercial laundry. People actually vent dryers inside anyway in some cases (I can attest to this, I did it with a similar device once in a townhouse apartment I rented years back) Just open the window and go somewhere else during the 45 minutes the dryer is running. During winter, free heat? Cutting holes in the roof with the "old west" rural chimney just seems like an extreme and ugly solution to the problem there.

There are dryers that vent indoors through a filter or a bucket of water. I didn't know they existed before a similar reddit thread mentioned them. People living in interior apartments with no exterior wall use them. I still think they'd crank out crazy humidity and require regular maintenance.

The info for rental inspections is found in the City of Boulder Rental Handbook on page 7. Here is the specific part about electric dryers:

Yes, I am a great landlord, and I would never rent a place with an interior venting dryer. It is still allowed in Boulder though because landlords are powerful here.
