I used a mobius camera for some time. It's cheap, good quality, has better battery life than a GoPro, and is far easier to mount. You can stick it anywhere with a strip of duraloc or quality velcro.

I use this one. Small, light, cheap. I’ve forgotten to turn it off after my run and as a result have captured a ton off footage running the timer, shit talking the boys, even the entire ride home. Point being…good battery life.

This one really benefits from a 90 degree connector for the plugging into the back of the camera, and buying accessories for it - such as suction/visor or adhesive mount.
Note: You really should think about where you want it before you purchase it.
The main issue with buffered parking mode is cameras with it are 2x the price, and sometimes 1/2 the quality. While it is a very nice feature, maybe consider the:
Versatile: Mobius ($75 USD) it now has a "motion detection mode" - but lacks buffering recording.
It's matchbox shape is stealthy and people won't recognize it as a dash cam. Add a power bank (not included) to increase the battery life. - However I am not familiar with the total hardwired cost and accessories required.
Is there a time limit to doing it? 7 years accident free and I got into 2 last year, neither of which were my fault, and as you say, I didn't ask so nobody volunteered that info. First accident was in Jan. 2015 and 2nd was in Sept. Both times my car was fixed by their company.
Also might as well add a LPT while I'm at it: If you don't have one, get a dashcam. Got one for Xmas 2014 and it was the sole reason I didn't have to hassle when I had my first accident. As soon as they saw the video they cut me a check. Here's my current one.

These are geared toward 1st time dash cam buyers, that are price conscious, and value video quality. These buyers have yet to realize Build quality is supreme, and parking mode is very important because most are not in vehicle 90% of the time. They over value video quality because they think it will capture plates better, but this expectation is wrong. Expectation should be, read the plate out loud, and record it via audio, also write it down, and call the police. If your vehicle is in good working order, follow the driver at a safe distance/speed. Plates do not always catch criminals, but damage to your car isn't worth yours or someone else's life.

True 4K:
So 4k has a lot of "marketing" around it, some are sold as 4k, but are not 4k dash cams. This one is one of the few actual 4k dash cams on the market, but you give up a lot, and you will require larger 128/256 GB MLC based High Endurance product Micro SD cards, that have error correction built in. They will eat up the cards quicker, and may not what you want in the end.
There is a lot of buyers remorse in dash cams, what I can say is, Excellent Build quality, Excellent parking mode, good/fair video quality dash cams are a lot less hassle, and dash cams become a chore after a while.
Buy Lackluster parking mode, fair/poor build quality, Excellent video quality dash cams if you wish, but they are a lot more hassle, they are kind of a maintenance with in themselves, updating firmware, checking for broken files, formatting every 30-45 days, updating the firmware is less optional, and more mandatory to fix problems in current/previous firmware. Anyways good luck with your choices.

You could also make a hidden dash cam, however I don't recommend this. A remote lens is difficult to mount/secure from shaking/moving, and the Mobius is often considered small enough, and easy enough to hide behind a rear view mirror.

Thinking about it, if money were no object.
I would get the Thinkware F770 ($360 USD), and the Black Box Mobius ($80 USD) to do the specific purpose of filming the person's face.
If I were more price conscious I would switch down to the BlackSys CH-100B 2-Channel ($269.99 USD) and the Black Box Mobius ($80 USD).
If I were you I would check out a lot more b4 purchasing. The strong point of the black box Mobius is it looks like a garage door opener if you purchase the visor clip, and put it say near the passenger side of the vehicle. However, if I were to get my car broken into and stolen, I would consider the entire car gone.
There are devices for GPS tracking of the vehicle, but personally, I think the Lo-jack system might be the best even if it is more of a subscription service now.
I've got 2 Mobius Pros - one front and one rear.
Check out the Mobius Action Cam. It's relatively cheap, easy to use, and the video quality is excellent. You can see a picture of it mounted in my car using this mount. In the picture I have it running off the battery so there are no wires, but I recently got a right angle USB cable that I'm running to a 12V outlet in my car. It turns on and off automatically when there is power so it's a set it and forget it solution for around $100.

It doesn't have a screen, however the options menu when plugged into your computer makes up for any lack of a screen. It also has superior night vision to the A119, and is even more discrete depending upon mounting options - clip or adhesive mount.
I dunno, with your price point it is rather difficult to fit it all in. Buffering parking mode would be a definite improvement. - make sure to check if it is mini or micro USB btw, and hard wiring w/o the fuse kit might be "cheaper" - never hardwired one myself.
