A lot of those USB wall warts will work with 220. Oddly enough. Because in the UK, standard wall outlets are 220.

Does the 220V feed out to the pump house have a neutral wire, so that you can pull a 'legitimate' 110V from a single leg?
If not, just wire up two 220V outlets, one on all the time, and one switched with the pump, then use 110 to 220V plug adapters to plug in your USB power supplies. One for the RPi, and one for the 'power on' sensing.
