www.amazon.com/Bodyglide-Original-Anti-Chafe-Balm-Packaging/dp/B005L8YVRO - Get some of this. Then you can wear whatever you want. I only chafe in one spot (inner arms, when I run, they rub against the seam of my tank top), and this stuff is the bomb! All kinds of athletes use it, so don't worry about a stigma or anything, it's perfect for any workout, but particularly distance events (triathletes SWEAR by it). It's really, really great stuff.
(Also, do not work out in cotton. If you don't already have it, invest in a bit of workout gear that's in a technical fabric, that'll wick away moisture - sweat - and keep you dry and cool)
I recommend bodyglide. Without bodyglide I've chafed painfully (although not too badly) from a 4 hour marathon. With bodyglide I've had absolutely no chafing from a 5 hour 50k, so it definitely helps.
For shorts I went to a local running store and tried on about 5 different pairs until I found something comfortable for me. It's convenient buying stuff on amazon, but for running shorts, I think the personal fit is quite important.
This is a good overview of three research-supported carbo-loading methods, including depletion. But the depletion method also involves a hard-effort run 6 days before the race.
I've heard good things about BodyGlide and similar products! You should be able to find them at sporting goods stores or the sports sections of stores like Wal-Mart.
Other options: sports bras, and I also found medical gauze + medical tape helpful when I got my nipples pierced, because even if my breasts moved, the stuff covering my nipples didn't shift.
Do you apply anything on your foot before running?
You need to take care of your foot a lot. Washing, apply some cream. Wear anti-blisters socks. Post running, wash, put on some cream.
Probably you sweat a lot and shoes might be little tight.
Buy lots of this: http://www.amazon.com/BodyGlide-BGCB-Bodyglide-Original-Anti-Chafe/dp/B005L8YVRO
Whenever Im in a hot climate and do anything physical enough to cause any sweating, I get thigh chaffing. At the first sign of it (or before it evens starts) put some of this on, and it completely solves the problem. Its the only thing I have ever used that has worked 100% of the time. Some of the best money I have ever spent.

Couple people mentioned Body Glide and it 100% helped me get rid of my serious groin chafing issues.
Snug-fitting quick-dry moisture-wicking shirt will move around less and chafe less.
Bodyglide to reduce friction.
I'd like to suggest bodyglide in lieu of deodorant on inner thighs- I also use it under my breasts as a barrier against where my sports bra "cinches".
Bodyglide my friend. Bodyglide. It's like Teflon for your skin. It looks like a stick of deodorant. I don't see it in general stores often. But goldbond makes it too and it's easy to find.

I have had this problem before... This stuff works wonders.
I hike a lot and do landscaping in the summer. I found the best way to prevent blisters is by using Body Glide It's just vegetable oil in the shape of deodorant.
Massive cost?
Body glide is something like $9 a tube, and that shit will last you several months. I use it when I run, and its great.

As for cycling Chamois Butt'r is maybe $15 a tube on the high end, but again it will last you a few months if you use it in moderation.
