I’ve completely resolved a scale infestation worse than that on a small lemon tree by spraying using insecticidal soap w/ spinosad and wiping/picking off the scale insects immediately afterward and over the following days. If you do so make sure to spray the leaves with water afterward and keep the plant out of direct sun for a while. I’d recommend spot testing whatever spray you decide to use, but that’s a pretty bad infestation already.
