I'd bet that it was on Jello Biafra's record label Alternative Tentacles based on your description of the disc. I'm looking to see if anything they put out is likely to have a rock version of a polka song, looks like Rube Waddell has a song called "Boogie Woogie Polka" on Hobo Train but I'm not seeing a song with the word flower in it.
