I don't agree with the premise that C is the best language for a beginner to start with, but since it's one of the languages I started with I do actually have a recommendation.
It isn't free, but I recommend C: How to Program by Dietel and Dietel. It's a textbook so the new editions are extremely expensive, but just get an old edition (it's not like anything has changed) used for less than $20.
