Get the treat ready on a plate or something, get the eye drops done as quickly as possible then offer her the treat by putting it down where she can see you putting it down and walk away.
I would definitely recommend keeping her one room when doing this so you can close the door and she can be alone to kinda recover. After about 30 mins open the door but don't seek her out.

If you can buy churus relatively quickly, every cat I’ve ever met has loved those things.
I would give her some time and space to acclimate. It’s pretty normal for cats to be really scared in a new environment. Other things to try to entice her to eat is chicken baby food or cat crack. Leave her some dry food and if she’s in a kennel, throw a blanket over the cage to make it more cave like. I know it’s scary, but she will probably relax in the next day or so especially as she realizes that she’s safe and has access to nice people with good snacks. Good luck!

These are the ONLY way I can get my baby to take pills. I give him a tiny bit to start the excitement and then put the pill in it and he will take it with no problem.
Putting lysine in their food may help too. 1000 mg per day and you can buy the powder already made into capsules of 1000mg. Really helped with my shelter cat’s runny nose and eye and with another one of my cats chronic URI due to kitty herpes that was passed onto her from her mother when she was a feral kitten. You can put it in the wet food or add it to a cat treat paste like this My Cats go insane for this and it’s perfect for hiding medication
