The box has a button for switching resolutions and as long as you select a 4:3 resolution AND as long as your TV/monitor doesn't automatically stretch 4:3 to fit 16:9 (a horrible behavior, honestly), you can play your games in 4:3. It's a shame there's no 640x480 option so that 240p could just be exactly line doubled, but again the box is under $40 here on the Amazon website.

I use RGB to Scart and Scart to HDMI with good success.
OK, first off, to tackle a lot of stuff that I mentioned. I can go off on tangents. The Samsung that we both have is great for retro gaming. It has very low latency and it handles odd picture formats surprisingly very, very well. Not only can you use a PS2 playing PS1 games through component, it handles the SCART to HDMI upscaler that I am linking below very well, too. I experience very low lag (not noticeable, but need to test) playing my Genesis through this upscaler. It gets a lot of crap, but if you don't mind the smoothing of the pixels when you move (which, oh well, doesn't look that bad), it's a pretty solid alternative to buying a Framemeister.

So this "shit" scaler as the YouTuber describes has a lot of people disputing his claims of it being poor quality. He basically tries to justify his $300 purchase by crapping on a pretty solid upscaler for the money. If you read the comments, other owners much like me, describe the upscaler that I'm linking as possibly having high latency (bad input lag) because of the brand of TV that it is connected to. I have had no problems with my upscaler and I can platform very tightly with Sonic The Hedgehog and Streets Of Rage is very responsive. So the bad reviews of the product may be boiling down to TVs buyers have that have very high latency. Basically, you chose a good TV for all around retro gaming.
As for the RetroPie, I own a Raspberry Pi 3. It works great, but it takes a ton of finagling (weeks) and fine tuning before you can set it and forget it. The Pi3 runs hot no matter what, especially playing 3D games. You will need a fan and I suggest an aluminium case. Buy after market heat sinks and proper thermal tape because the stock thermal goo on the heatsinks actually insulates the Pi's chips. I also suggest forcing resolution through to 720p due to overheating issues. You won't even notice the difference. I read this whole break down on 720p vs. 1080p and it all boils down to viewing distances most people will not be playing at. 720p is your best bet.
That all being said, once the RetroPie is up and running it's pretty awesome to be able to play so many consoles under one tiny box. There are multiple GUIs you can choose from and loading ROMs into it is very easy. The one limitation is that you have to curate 3D era games due to size, but you can have entire libraries with no issue up through the 16-bit era and still have disk space to spare.

Unfortunately I can't vouch for its quality since I think this is a generic box design by Asian manufacturers. The reviews on that one look good but it's a $33 gamble.

Note: some scart cables are JP21 and some are Euro.
Did I miss something? Does your HDTV only have s-video? Why are you trying to go with S-video? If your TV supports component, just buy this and be done with it. If your TV doesn't support 240p over component, then this generic piece of shit will still be worlds better than what you're trying.
