Don't worry it's a common misunderstanding, if I had a nickel for every time I've seen it...
You just need to click on one of the icon in the green area. This will open the [ Material ] palette inside CSP. In there every download asset, from CSAssets it's found inside the Download section. To use a brush you've downloaded you just need to click and drag it where you've created the blue circle. This applies for everything else. An auto-action needs to be click and dragged in the Auto Action palette. Same with color palette, layer stacks and so on.
Just a little pro's tip. Clip Studio app is your main hub. You can publish your material to Clip Studio Assets, backup your files and so on.

Comics are a little bit "strange" regarding quality. See Oda as an example he isn't good at drawing, but he is good regarding story/page composition or ONE of Mob Psycho. Your main concern should be creating good story/page composition. The drawing part is a plus, a huge plus but it's still a plus. My general advices are
1)By default with a comic you're making more than a single drawing. So for the mileage part you're good. Remember your first page will always be horrible but your 50ish page will be good and your 100th page will be amazing. The more pages you spit out the better you will be.
2)Use references for poses etc. And make videos of you while you do the actions of your character.
3)Take a day at week. The best would be two days at week. To copy one of the references you've taken. A good website is Croquis Cafe, I love them. Another way is buying reference pack for something like 2-5$ on Artstation.
3a)The best would be one day at week human anatomy, another day is animal anatomy and another day is background studies.
3b)A good way to study for "styles" is doing a master study. You take a painting/sculpture or whatever and you copy it.
3c)If you don't have time for a full study like in point 3a and you need to study some REALLY basic stuff. Buy some wood bloocks, the one that are used for children toys and copy them in grayscale.
3d)If you have problems with the face or the legs or whatever remember divide et impera. For an example in the face? Just take a month to make only eyes, the next month only ears... Probably your parents/friends will think you will have some strange fetish but is worth the price.
Another thing that you need to consider is time per page(TpP). Everything that you can do to reduce the TpP you need to do it. Especially for a webtoon with vertical scrolling in which you need to make more frames than a single horizzontal page. My top advice on how to cheat a little bit for the time is:
1)Use 3D, Blender is a good way to create assets. I've just released a manual for CSP in which I explain how to do it, especially characters that can have even multiple expressions.
2)Make an expression sheet for your main characters. And a pose sheet in which you put all your pencils for poses that are difficult. And just straight copy and paste it on your page. It was done during the first years of Superman... you can do it now in the 2021.
3)Use the vector layer for inking
4)USE THE VECTOR LAYER FOR INKING.
5)Use the vector inks as a reference layer so you can fill out fast everything you need to fill.
6)Everything that can be saved as a material you save it as a material. Plus use the file object feature plus item bank can help you a lot along the way. I saved as a material a 3d building I need for my comics. But I've done some rendering in Blender of some difficult shoot or some basic one like 3/4-frontal-side of the building and I put them in my item bank. If I've some recuring logo or something like that I use a file object and I put them in my item bank.
