Do you have 3 combs for that ATX cable? cuz you could slide them down. Realistically you don't need them in the back. Also I have that same GPU... what the heck case do you have that actually makes it look small? You should grab a gpu bracket (I have this one, it's cheap and does the job well but the paint is cheap and will absolutely scratch off the first time you screw it on)
You can definitely pull those cables on the left side back through. Looks like front panels? USB 3.0 is always a tough one to manage since it's so firm. You can fold up the CPU cooler cable above the cooler I think but I'm not sure. The PCIE cables are satisfying to look at IMO. Same thing with the EPS cables as the ATX cables, move the combs closer together if you can.
Unless you are wicked OCD then this is a great job done. I hope my criticism was received as helpful and nontoxic.
That's obviously not an Optiplex. I take it the desktop just got you hooked and you built this? Nothing wrong with it, the title just led me to believe you had upgraded the Dell.

Weight: Might be a problem, depending on the GPU. You could always throw in a cheap GPU support like this one.
Melting: If your GPU gets anywhere near hot enough to melt plastic, you've got some other very serious issues to deal with first. Issues such as your GPU melting itself since many components are made of plastic.

Also you'll want to get a pure sine battery backup to clean the energy going into it. Otherwise every time you turn the truck on you run the risk of frying your memory. And to keep it from shutting off when you turn the key.
It will support it ok, if there is sag I snagged one of these style backets as the stand kind I didnt like the look of. Its hidden just enough under my GP you dont notice it.

I’m using this on my 3070 ti. It has an adjustable slider and a rubber nub that touches the fan shroud. So far no complaints. Hope this helps.

It's so tight trying to work around the cooler that I probably wont mess with the fans unless I'm having serious temp issues lol But there are things I want to change when I get around to it.

oh, well yes there are, but they mostly amount to some version of a rock under the edge.
Key exception I'm aware of being the L shapped brace that goes along your other PCI slots and has a horizontal cantileavered support which looked pretty slick

Yeah, its somwhat normal these days, but if you want to be on the safe side, you may want to invest a few bucks in a gpu support bracket.

But it's so ugly in my case that I prefer the sagging. It doesn't look so bad and has zero impact on performance s, I removed the piece of metal and live with the sag.
If that's the case, you may want to consider investing in a GPU brace like this one to make sure that the weight of the GPU doesn't damage the slot or make it slip out. If the GPU slips out while the PC is on, you could cause a short and fry the whole build.

I got it off amazon. It's not bad, it's narrow and made of aluminum so it's sturdy and somewhat out of sight compared to the others.

Yeah, my brother's computer is a rather ratchety operation. It gets the job done, but it doesn't look pretty.
This is what I just did - applied a small zip tie in place of the screw: front, back. It's important not to tighten it too much or you'll run into the same mounting issues as with the screw, but this ensures that the GPU is not going to move.
This is the anti-sag solution I've been using, and here's a picture.
On a somewhat unrelated note, I added these two 50mm fans and zip tied them in awhile ago to create more airflow for the GPU: pic. Also ordered a second top grill so I could razor out the middle where the fans are to unrestrict airflow without having it look too horrible like it does if you remove it entirely: example.

I 2nd this! Got this aluminum off Amazon for only $14 and its sturdy enough to support my 2080 Ti Hybrid so it should work with almost anything.
Even with the much thinner heatsink on my 1080 Strix card, it was sagging after a few months. It happens little by little so you won't notice it at first, and the PCB and backplate can get a slight bend over time from the weight.
You can get a cheap GPU brace on Amazon for like $10-20. There's 2 styles, one is a more discreet bracket arm and the other is a sturdier kickstand kinda thing. I went for the discreet one personally because I didn't want it to show much. There's different brands with different looks btw, those are just an example of each style. Also some people get creative and use Lego figures and stuff as a stand.
You might want a bracket if you're having sag already. I got this bracket off amazon that's helped my 1080 stay level. I feel like it blends in pretty well.

This bracket doesn't seem to have any branding or rgb. You can also try a little gpu shelf style like this. I've also seen people put pop vinyls or other figures to help with sag.
I have the R2 as well, with 2 Evga 1080ti's ftw3 in it.
