I don't see any reason for carrying a sharpener. Any halfway decent blade already sharpened should last a couple days of moderate use minimum. If not, find a better one.
Maybe one or two heavy bandages, a bic lighter. Wrap the lighter with a few feet of duct tape.
I'm a fan of 550 cord. It's cheap and handy.
Maybe gloves? I picked up some knock off Mechanix at Home Depot for $5. They've saved me lots of busted knuckles. Is it cold where you're at?
I wouldn't worry about an axe or hatchet. A decent fixed blade can substitute just fine. You can baton wood right? If you're adamant about it these will last for a few rounds of camping just fine.

If you're going to carry a filter might as well toss in some purifying/iodine tablets. Aquatabs weigh nothing.

If you can't get a gun will Cali let you have pepper spray? Fox 5.3 or Sabre, cheap on amazon. It's what the majority of police carry.
If you don't normally carry cash. 10/5 and five 1s might help you out if you need something simple or last minute. People are more likely to help a stranger if you offer to compensate them.
Is your spare tire good? Jumper cables?
Last thing, 1/2 roll of toilet paper and some handsanitizer.
