I had this issue with my cat when my kids started crawling. Eventually diagnosed my cat with anxiety. Some things to try are the pheromones diffusers and/ or pheromones collar (Comfort Zone 4 Pack Cat Calming Pheromone Collar for Cats | De-Stress Your Cat | Helps Cats Feel Safe, Happy, and Calm While Reducing Unwanted Behaviors https://www.amazon.com/dp/B0935TMRG4/ref=cm_sw_r_apan_i_XHKZSZNAGQTWF12W9F56?_encoding=UTF8&psc=1). The collar was my favorite. My cat ended up on low level anxiety medication for a couple years. Now that my daughter is 3 (and ignores him completely) he's fine without any pheromones or medication. Good luck!
Also, if he's peeing on soft surfaces is more likely behavioral and if he's peeing on hard surfaces it's more likely medical (including uncontrolled anxiety).

I recommend this. Made my cat a lot more calmer.
