The MOPC you linked above is a pretty decent one, but as you were already told, they are heavier, and hotter, and restrict movement more. That is just how they are all made. They also are more expensive,
You could get a mopc - https://www.evike.com/products/69158/
and attach a https://www.amazon.com/Condor-Molle-Hydration-Carrier-Bladder/dp/B0082CW7AY , but right there would be your full budget. I will Chest rigs imo are the way to go over a plate carrier.
