Water cooling definitely isn't required, it doesn't actually do a better job of cooling unless you're doing crazy overclocking. I think a lot of people do liquid cooling because they like the way it looks and they hate noise. You can do it if you want, just be aware that it adds complexity and doesn't actually help performance for most people.
But to answer your question, the stock Wraith cooler that comes with a Ryzen 5 3600 works fine if you're not doing hardcore workloads or overclocking. I would just go with the stock cooler and pay attention to your temperatures. Then upgrade to something like a Hyper 212 or similar if you think it's necessary.
Read my post and what I say about Aio coolers. Typically I wouldn't recommend building a custom loop if you're new to pc's. Even aio coolers aren't needed for the average gamer. This is one of the most commonly used aftermarket air coolers, with almost 8k amazon reviews, you know there's something right about it. Something like this would be ideal for a new pc builder.
That is rather hot, and it's likely your CPU is throttling itself in order to prevent overheating. You only really have 2 choices if you want to decrease your temperatures.
- Buy a larger CPU heatsink capable of dissipating more heat. The Wraith stealth cooler is able to dissipate 65 watts of heat, whereas something like a Hyper 212 evo can dissipate up to 180 watts. Should be a simple swap, just measure the dimensions in your case to make sure you have room. (hint, you probably do if you have a Mid tower)
- If you can't get a larger CPU heatsink, you can undervolt your CPU. Like overclocking, this can introduce some instability, and is typically recommended for more advanced users. Even if successful, it won't make as much as a difference as getting a larger cooler. Just figured I'd mention it because it's free
Well, a great budget CPU cooler is the Cooler master hyper 212 Evo, it does a great job for its price but its a couple of bucks out of your budget. I think that its worth the extra money (It's around 47 - 53 CAD depending on which one you get, they're all the same but it's just for aesthetics).
Replace your fan. I never heard of PCS, but what I am seeing from a quick search is that the consensus is they are trash. Even a relatively cheap cooler master should be an upgrade.

Yeah just grab any average Aftermarket CPU Cooler, it'll come with a better fan and do a much better job at temps then the stock fan and cooler.

yeah i adjusted it not long ago and helped keep it going. Ordered another one tho hoping that helps it just incase it dies on me lol plus had a weird issue happen after putting everything back together after i cleaned it. Its resolved but something weird happened so my motherboard has built in Bluetooth and came with a wi-fi signal booster. SO like i connected my ethernet cord to the motherboard and forgot to connect the wi-fi booster. Okay back to the weird issue so my xbox one controller was working fine before the fan issue. I try playing a game and like the controller keeps disconnecting. Weirdly enough after reattaching the wi-fi booster to my motherboard it also fixed my controllers Bluetooth connection. I got a Hyper 212 for my 5600 CPU and it dropped the temps by ~20 °C from low to mid 80's under load (which is within factory specs) to low to mid 60's under load.

This supports your LGA1151 CPU socket. Heat will definitely slow a pc down fast. A SSD is highly recommended as well though. Even if your HDD is 7200 rpms and not 5400 rpms, a standard SSD is 5 times faster. Don't let other people shit on what you have, my buddy recently tasked me with reviving a laptop that was built in 2009. He didn't want a new one. I upgraded the ram from 2GB to 4GB and replaced the dead 250GB 7200 HDD with a 500GB SSD and let me tell you that laptop is the fastest Vista pc I've ever seen. It loads windows in 20-30 seconds.

Are you just mainly going to be using it for gaming? If so I would stick to the ryzen 5 rather than the 7. You can use the same fan but if your new cpu comes with a fan I would swap to the new one. That's probably why it's crashing then, it'll be that the cpu is getting too hot and then it'll do a thermal shutdown to prevent it from damaging the cpu. I would recommend looking online and buying a cooler that is compatible with your socket which should be socket 1151 according to google. Something like this would do the job just fine.
Assuming you're not going to overclock it, the only tangible benefits to a different cooler is lower temps and therefore a quieter fan. That could also improve performance as well by a few games at least! And honestly even something as simple as this will give you drastically better temps and noise levels. Some people have seen their temps drop by 20 degrees with that little thing at CPU idle.
TLDR? The stock cooler is just fine. Upgrade if you want lower temps and lower fan noise levels, or if you plan to overclock.
It is, thank you! My confusion is that I'm not sure if AM3 refers to the configuration of the holes in the actual MOBO or the actual plastic socket in the MOBO's holes. Noctua makes amazing coolers, look at the rest of their lineup. As long as it's not a slim cooler (really tiny Pcs) you should be fine with anything compatible with your processor. Cooler master has the hyper 212 evo which is one of the 10 best air coolers out there, and only like $35
Try this. I have a similar cooler with an APU of the same wattage. I tend to run 10c higher than ambient at idle and only 20ish higher than ambient at full load. I use Arctic Silver 5 thermal paste

That's definitely a bit better. Take your time though. Make sure you look into all this stuff because that first build was a little off. This is the cooler he was talking about - Hyper 212 Evo. Also, look into an m.2 NVMe SSD. They're overall better than standard 2.5" SATA drives and are roughly the same price if maybe a little more.
I just had a similar issue with my Ryzen 2600x and the stock cooler. I bought a coolermaster hyper 212 evo and my temps went down ~20°. The cooler itself is only $35 on amazon.
Sorry to hear that. I don’t do liquid cooling in personal builds for that exact reason. I’m glad it’s just the pump, and not a leak. The coolermaster 212 is an inexpensive, quality air cooler. If budget is really tight, I saw Amazon renewed of the 212 for $27.

Your build looks pretty good to me! Dont have to worry about bottlenecks and that 3600 mhz is gonna be utilized well by your 3rd gen ryzen. For overclocking, with the stock cooler from AMD, you can do a lil' bit of overclocking, not sure by how much tho. but let us say you want it set on 4.2 ghz max boost, with that extra 40-50 bucks, you can have a decent air cooler like the hyper 212 evo from cooler master.

Hi guys, I'm looking to upgrade my stock CPU cooler to an aftermarket air cooler and wanted some advice on which ones I should consider. It's on a 1155 socket, cooling a 3570k i5 (it's an older cpu). I helped a buddy build a pc and he grabbed a coolermaster evo 212, I didn't like the design of the mount when we put it on and wanted something a bit more sturdy.

Edit 1: after looking it up my buddy had a Gammaxx 400 (which doesn't use a backplate to mount). The Evo 212 looks WAY better than my initial thoughts were towards it.

Those temps are just fine for the most part. The stock cooler for that CPU can struggle to keep up under prolonged load. I might suggest a cheap aftermarket cooler like this one. Awesome! Yeah its not a terrible system, and works well for my modeling. Prob 2-3 years old now for Mobo/CPU. I made sure to get Cool Master when i upgraded last time, and seem to be working great. Ill find someone to check my temps when rendering. Yeah like i said, I wasnt too sure if its common or not so good to know.

I have it overclocked to 4.2 GhZ and have never had an issue with overheating. It's pretty easy to install but make sure you buy thermal paste and thermal paste remover to clean the CPU before installing the new cooler.

Yeah I'm gonna agree with u/ZacXme on this. Go to a 2000 series ryzen(2600 is an excellent cpu) with a b450 mother board. Drop one of the ram kits as 32 gb is overkill for a gaming/media pc. And unless you're goingbto be overclocking your system stick with an air cooler, something like the old reliable Hyper 212 Evo or something similar will be perfectly reasonable.
I use the <strong>Cooler</strong> Master Hyper 212 EVO. Idles around 35C-45C and monster hunter world brings it up to around 60C-70C.
Also I use windows balanced and lowered the minimum processor state to 5% (for whatever reason the AMD power plan has a really high minimum processor state that raises idle temps to the 50s)

Ah, you can buy one from a third party such as Amazon or Newegg. It does beat the stock cooler. I can't argue that. It's not as much as you might think. Especially with an 8 core chip. But it is better.
I have an AIO cooler with a pump that's on its way out, so I'm looking for a temporary replacement until I upgrade my PC. The top suggestion on PCPP is the Hyper 212 EVO and has a reasonable price. Any reason this wouldn't be a good choice?

Your described issue is not lag, that is FPS.
Your specs seems pretty good, I think the only thing I would do is get a good CPU cooler (CM 212 for exemple) and overclock your i7 to at least 4 GHz.
Use a TV instead of a monitor changes very little for GW2, most TVs reach 60 Hz and no matter how good your PC is, you won't maintain a stable 60 FPS.
Those temps are way too high, regardless of your apartment temp.
Have you cleaned your computer lately? Get one of those compressed air cans and open it up. Spray all the dust out of the fans.
Make sure the fan on the cpu actually runs, if it does, check that the heatsink is actually set properly.the heatsink is the metal thing on top of the cpu.
Is it a desktop? Laptop? If it is a desktop i would suggest a new heatsink if all else fails, something like this.
NOTE: if you decide to buy a new heatsink make sure it will fit. (ie. Look up your CPU's Socket and make sure its compatible, then see how much vertical space you have in the case). The one listed below Barely fits in the mid tower case i have

In my opinion you should save up for an AIO or custom loop, if you really want it you can buy a 212 EVO, but if you're not thermal throttling and it is not too noisy, you shouldn't buy it.
I have no clue what to look for in a good cooler (ie how I would know if it will be better than the one the cpu came with). I assume I look at the RPM of the fan and the decibel levels?

I've not seen temps go over about 80 - 85 degrees so I don't think it's throttling at this point.

Currently I'm using a pair of older Sony monitors, but will be upgrading to a pair of 1080p in the near future, just need to find a good deal. I don't really do much on my computer besides gaming. My laptop is what I use for school work.

Why not? It's the K-series chip which means it's unlocked for overclocking.
If it's because of thermal issues, then the a new cooler like the Cooler Master Hyper 212 Evo ($30 on Amazon) would be sufficient for some overclocking.
If it's because of the motherboard not supporting it, then I'm sorry for you for buying (or otherwise acquiring) the k-series chip (which is usually a not-insignificant amount more than the locked chip) and a motherboard that doesn't support overclocking.
However, a motherboard upgrade is not too expensive, you can get a LGA1150 (the number of pins in the socket for your processor) Z97 chipset (the type of model of motherboard that allows overclocking) for between $30 and $50 on ebay.
These older Haswell (i3/i5/i7 4XXX) processors hold up pretty well today, and overclocking them shows a decent gain in performance.
I wouldn't change the CPU, its possibly fine. CPUs can handle a fair bit of abuse. And trying to buy another 4790k is imho a waste of money.
What I would do is run some sort of stress test (AIDA64 or OCCT are my preferences) and check the CPU temps while it runs. First you need to confirm that the cpu is the problem. It does sound like maybe your cpu fan is defective.

Now best case scenario your temps drop a tonne and your cpu runs perfectly.
Worst case scenario your cpu is still running hot because its been permanently damaged. But at least the cpu fan is still usable in your next build. So no $ wasted.

Both CPUs have the same TDP, I would expect the same temp from both. I have the 7700k, and am using the Cooler Master Hyper Evo 212, it stays well within optimal operating range. It's also cheaper than the one you picked out.

It's one of the cheaper large coolers you can find, but its very quiet. Even with the fan at only a few hundred RPM the CPU stays nice and cool. It's noisier than some when the fan really spools up but that doesn't happen often. Really only if I'm encoding video or some other particularly strenuous task.

Definitely go aftermarket on the CPU cooler. Most stock CPU coolers perform poorly and are generally pretty loud. Highly recommend the Hyper 212 Evo (https://www.amazon.com/Cooler-Master-Hyper-RR-212E-20PK-R2-120mm/dp/B005O65JXI/ref=sr_1_1?ie=UTF8&qid=1493347861&sr=8-1&keywords=hyper+212+evo) Only $25 on amazon and it works great for the price. Only downside is that installation is a bit tricky, and the manual included is no help. Just watch a Youtube tutorial or two and you'll be fine.
From what store do you intend to buy? Be 'careful' with Cooler Master Hyper 212 because the most version in Europe are EU version that have a weaker fan. The model similar from US is RR-212E-20PK-R2 you can find it on amazon.co.uk but the most EU version are RR-212E-16PK-R1 which have a lower rpm (1800rpm max) and the airflow around 20CFM lower. I am also making a build for myself and I think I will get the EU version because I don't have the other option.
Also 16GB of RAM will suffice, you don't need 32GB.
No, the 4690k is fine... for now. As another poster below said, an OC wouldn't hurt, but do so at your own risk. My 3570k clocked to 4.5ghz with NO changes to voltage, and YMMV. I also have a Hyper 212 Evo cooler, which costs around $30 on Amazon.
A few ideas that come to mind:
- Might just need an aftermarket cooler. This seems to be a popular recommendation for the CPU.
- Is it overclocked?
- Is the CPU voltage supply stable and in range?
- Are there any BIOS updates for your motherboard?
- Is there adequate air flow from front and low to rear and high?
Yep, my bad I meant the i5-7600k; that's good for me though, I can save a few pennies by sticking to the i5 vs the i7. Also good to hear I can use my copy of Windows, I always heard for a new CPU you needed a new license, so I'll have to look into how that process works.
When I do make this upgrade and I may look into overclocking a bit, would a cooler like this work or do I need to look into something more high end?
Unless you're dead set on a liquid CPU cooler, a standard fan cooler will do just fine for your i5. The Hyper 212 Evo is half the price and a very dependable cooler. It'll definitely fit in that full size ATX case. That'll cut $30 off your price.
Is there a reason you're going micro-atx when you're building in a full size case?
Motherboard reports 30C almost constantly, CPU idles around 30-40C.

I ran my 2500k at 4.2, but the temp gets up to 85-89C which is a little higher than I'm comfortable with, so that is why I am currently running it at 4.1. At 4.4 my system becomes unstable. I'm also just using the stock heat sink so I'm sure that is holding back my OC efforts. What heat sink are you using with your 2500k, and how much of a difference did it make going from 4.2 to 4.5? Probably your CPU. Have you considered replacing the cooler? The CPU cooler for the AMD FX series CPUs is not very good. It generates a lot of noise and doesn't cool the CPU very well. Probably the worst thing to install without access to a youtube instructional video.... It took me about 35 minutes to get the stand square and fastened properly, but totally worth it. I forget if there thermal paste came from the cooler or the processor itself, but somehow made a mess with that too in the beginning....

Just use HWMonitor (dl and install it) to monitor your temps and you'll be fine. For cpu overclocking if you aren't comfortable using the bios you can download intel XTU and do it from inside windows.
If you want to get the max oc on your cpu you might want some kind of cooler like the H100i but that's not necessary.

stock cpu cooler might be able to handle a modest overclock but if you had the extra cash and wanted to be positive the cpu would stay cool then id say scoop a 212 evo as well

I'm not one to give advice on overclocking, but I just increased the multiplier in my bios. You could check to see what motherboard you have and do a google search of that + 2600k. You'll probably find youtube videos showing you exactly what to do.
You should check the prices at launch though, some of the better coolers are quite inexpensive.
I don't OC, but my wife's FX 6300 would overheat playing some games (stock settings), so I bought a new cooler for ~$35 that significantly cut core temps and also had a quieter fan (much larger than stock) and moved so much air I actually took another fan out of the case.
If the spread between OEM and retail versions of the same chip is fairly close to a quality aftermarket cooler, I recommend getting the aftermarket cooler even if you're not planning to OC. My computer is still on a stock cooler (Phenom II x4) and it's fairly loud, but I haven't had a crash so I haven't bothered upgrading. I'll likely buy the OEM chip with a better aftermarket cooler OOTB this time around though.
Buying a decent cooler it's WAY more cheaper, but buying a new processor would give you a bigger boost in performance ;) You can get a Cooler Master Hyper 212 EVO , it's 30$ and it's one of the best coolers out there ;)

Well, you didn't give us a price. And I don't know..that MSI or the ASUS Z170 are pretty nicely priced. Like I said with the MSI Gaming series motherboards, you just press the OC genie and it'll do everything for you. An aftermarket shouldn't cost you more than 20-30 dollars.
Depending on what you do, you could even just opt for a i5 versus the i7 and that should shave about $100 off the CPU price.

It should be able to cool about the same or more than the stock cooler, but the main reason of noise is because the fan is so small so you won't see much of an improvement with that one.

If you can spend 50-75 you can usually get a deal on a 240mm aio water cooler. Just needs to fit an lga 1150 socket. Watch /r/buildapcsales for awesome deals. But the 212 will do fine if your not overclocking
I wouldnt think this is software related. I agree with the other poster, without opening up the loop its imposible to tell what is going on. You could try replacing the thermal paste and making sure that the cooler is secured properly, beyond that theres not much you can do. Your best bet would be replace the cooler. The Hyper 212 Evo gets great reviews and its inexpensive.
The only thing really is the stock intel cooler can get noisy under load. If this isn't an issue for you, then you should be fine.
I got myself a Cooler Master Hyper 212 Evo for my Core i7 4790k. It's fairly cheap, and works pretty well. At idle my CPU can be between 25-30C. However during this past summer I tend to idle around 32-35C because the ambient temps have been higher. Under load the highest i've seen it go is 68-70C.
Wowee, he downloaded realtemp, and when he started The Witcher his cpu temp spiked near 100°C , which as far as i know isn't really an acceptable temp. Right now he's just using the cpu cooler that came with the i5, would you recommend that he goes ahead and nabs one like this one?

Also, I think the heatsink that came with your processor should be fine, but i'd personally go for an aftermarket to OC.
500 watts would be my bare minimum for a 1070, you'd have a lot better system longevity with an EVGA 650 watt.

$70 on a CPU cooler is a bit much for an i5 in my opinion.
If you want an after market cooler this one is great it will do a much better job and be a lot quieter. You don't need to get it, what you have is likely fine, but it is an option.
Unless you are overclocking just leave the fan curve alone. Also for $30 you can get a Hyper 212 Evo which will be astoundingly better and quieter than the stock heatsink.

You should really invest in one of these heatsinks. It will take care of that heat issue no problem. You really dont want your CPU much over 70 for long periods.
Unless you are wanting to do some extreme overclocking air cooling is better. It will be cheaper and will have no risk of leaking or anything like that. The Hyper 212 Evo for example is $30 and will cool your CPU well enough for a mild overclock.
The stock cooler isnt great but you should deffintly be getting better temps than 98 degrees. That is a pretty unsafe temp to leave your CPU at. You can always just upgrade to something like the Hyper 212 evo for $30. It will be MUCH better than the stock cooler.
I used to have problems with my CPU temperatures reaching 85 - 90C while gaming. I invested a good $30 into buying a CPU cooler (212 EVO) and never seemed to have issues as they were ~35 - 40 idle while gaming. The aftermarket heatsink you purchased with that CPU should have thermal paste pre-applied. If you didn't get a separate cooler you'll need something like this because the K chips don't include a cooler.
Are you using the stock Intel cooler? If so, 4GHz is probably fine. You probably won't even have to touch the core voltage to do that.

Is your CPU running at 103C? If so you need an aftermarket CPU cooler ASAP. 80C is the rule of thumb temp to not go past.

My CPU hit 85-90C while running ARK prior. Now runs between 30-35C. An obvious, but important note, make sure all your fans are pushing air the same direction.
Edit: Pretty inexpensive upgrade ($30). Cooler Master. Large unit, almost did not fit in my case. Not a difficult installation either, I just watched a couple YouTube videos.
I'm not sure that heatsink will support LGA 2011, and I also don't know much about that particular one. I know one you can never go wrong with is the 212 Evo which is both inexpensive and a great performer. Also supports like every socket available.

Something like a hyper 212 is all you need to cool it well, there’s also the hyper 212 rgb edition or this knockoff 212 is pretty my good and has rgb. You could go more expensive, but it isn’t necessary for your Cpu
You're not always going to find stuff on PC Part Picker. They're good, but there are things that aren't in their catalog.
For the cooling, I was looking for a cheap air cooler and right after I got a 212 Evo I got a bunch of ads for the Vetroo V5 that looks to be a hair better.
You can get good cooling for a lot cheaper than the AIOs that are more than sufficient if you don't plan on overclocking.

You could, but your bottleneck is without a doubt your CPU. Fortunately, you can upgrade to another LGA 775 compatible chip for a modest cost. Here is a modified QX9650, which seems like a great upgrade over what you've got. Or you can pick up a Q6600 for a slightly lower cost. ~~Actually, I think the Core 2 Extreme processors may not be compatible with your motherboard, I'll leave that in there until I know otherwise (Core 2 Quad Q6600 would definitely work).~~ It should work, the ASUS P5QL manual states that it does (page 28).
I would highly recommend the QX9650 over the Q6600 at that price (far better performance, don't even consider the Q6600 if you can get the QX9650).
You'll probably also want either a new cooler, or at the very least new thermal paste for your upgraded LGA 775 processor (the old stuff on it will be rock hard and unusable). For example, the CM Hyper 212 EVO ($38 Amazon, also available w/ $10 Mail-in rebate on Newegg but +$6 shipping) is compatible with the LGA 775 chipset, but will also be compatible with all modern motherboards (LGA2011 & AM4 with an extra bracket) for when you do your full upgrade in the future. Or if you think you might get a CPU with a fan already included (such as the non-k variant Intel processors, or the non-x AMD AM4 Ryzen processors), you can simply buy new thermal paste and re-apply it when you install your upgraded LGA 775 processor.

I'd like the opinion of my peers here:
I'm upgrading the CPU cooler from the stock cooler so I can take advantage of my i5-7500K (I can't find the K anywhere, but I'm 99% sure it is) and actually overclock the thing so I can actually get 60fps on Assassin's Creed Odyssey. I only get about 45-60fps in that game. I've never overclocked before, so that will be a journey in it of itself.
It's between the Hyper 212 Evo and the be quiet! Dark Rock 4. I have them both up in tabs and am trying to decide. I imagine they run comparably, but the Dark Rock 4 matches my mostly black with some white build better. The Dark Rock 4 is also the recommended cooler by Tom's Hardware, which I like to use as a resource.
I also looked at the Cooler Master MasterAir MA410M but that might be too much RGB for me. Only RGB thing in my build is on my motherboard and it's just like a pulsating red light.
A true first world problem deciding if an all-black cooler is worth an extra $50. But what do you think?

Edit: I'm second guessing if I can even overclock this CPU. I swear the GeForce Experience thing told me my CPU was an i5-7500K, but those don't seem to exist and the amazon page doesn't tell me if I can overclock. I need to go home and get in front of it and double check.

those temps are certainly on the higher side. You can likely just pickup a hyper 212 for 30-40$ and it should work fine. Its worthwhile to install a couple exhaust fans too. You can pickup the arctic p12 for cheap and they perform near noctua levels for a fraction of the price. You may even want to swap the cooler fan with one of the arctic.

I overclocked my CPU from 4.6ghz (all cores) to 4.8ghz (all cores). This got me ALMOST to 60fps in Cyberpunk 2077. For most sections of the game, I am at 60fps. During the big-city areas, I am constantly dropping as low as 48 but usually mid-50s. And my CPU usage shoots up to 99%

Deepcool GAMMAXX 400 at around $20 is very reasonable to use with a R5 3600
Currently Amazon has CM Hyper 212 Evo for $19.75 after $10 MIR which is much more reasonable than the normal price of $40 it is a bad buy because 3600X is better binned chip (comes with a better stock cooler).

I've been out of the loop for a few years on PC parts, and I'm not sure what component(s) in my build I should look into upgrade, and what suggestions you might have? I built this back in 2015:

Some context:
I mostly want to play games comfortably on high/ultra settings, do some 2D art, 3D modeling, and some music production in Ableton. Beefy enough to handle VR would be cool.
Noticed my computer getting somewhat laggy in general even after fresh startup with hardly any background programs running. Recently I've been playing Monster Hunter World and saw a huge drop in performance on max settings after their post-Iceborne updates.
I saw some nice sales in /r/buildapcsales such as the i9-9900k for $300 and the i7-10700k for $350 but wondered if it would be good to get those, and if I did whether I also needed to upgrade my mobo and/or GPU as well.
My budget -- I would like to stay under ~$1000.

Yes the in the box cooler is good enough, I don't have one, but I hear some people say it can get loud when it gets under heavy loads. If you wanted to get a more silent cooler, the Hyper 212 or it's variants would be a good budget option. If you want more premium silence for a few more degrees of coolness, the be quiet dark rock slim or the little bit better Noctua U12 (also comes in black for more $).
IMO, you don't need any extra case fans. There have been tests that show adding 1 or 2 case fans only cools down temps by a few degrees. So if you're not overclocking you won't need it. But it doesn't hurt either, so what ever you feel like. The Meshify will do you nicely.
Never hurts to have more storage, but that can come anytime.

I just upgraded to a ryzen 5 3600 and I have the stock cooler on it right now, would it be worth it to change out the stock cooler for something like either of the two links below? I also have a MSI B450 tomahawk max so if either of these fans are incompatible please let me know! Thanks!
If you want the fastest and cheapest way to know if you've got a bad pump, pick up the Hyper 212 Evo (a decent cooler for the price) and test with that before you cook your CPU. As a few others have said, it sounds like your pump is bad, or you may have possibly put a micro perforation in your radiator when screwing it in which allowed the cooling fluid to evaporate over a long period of time.

source: been using this beast of a cooler since '11. dirt cheap, fits most boards, comes with a backplate. the only downside is that its fan isnt very durable. mine failed after just 4 years. i do live in a very dusty area with large seasonal variations. my cooler has quite a bit of rust/corrosion on it. i used to clean it out atleast once a year but gave up a couple of years back.

My best recommendation is the Cooler Master Hyper 212 Evo, according to the manufacturer of your case and the manufacturer of the cooler it will fit just fine inside your case. I'm using the Cooler Master Hyper 212 Evo.
Totally worth the money, it is a little bit older of hardware, but with a more modern graphics card you could play all modern games at high settings at 1080P. I'd buy it, take the whole thing apart, blow out any dust, clean it up, apply more thermal paste on the CPU and put on a new CPU cooler. Scrolled through all the posts and here's what I've been able to gather:
I'm guessing OP has the OEM Intel cooler installed and his girlfriend removed the plastic shroud that holds the fan to the heatsink itself and, as a result, the heatsink no longer makes good contact to the CPU any more.
If that's the case, it's possible that the fan itself was damaged in the removal as the plastic frame that houses it is pretty flimsy. The whirring noise OP hears is probably the motor in the fan spinning, but the blades are not moving any more because the bearing is damaged.
If you have a few bucks, you can pick up something like a Cooler Master Hyper 212 Evo on Amazon for under $27. I have one and it keeps my i5-3570k plenty cool.

It's between the Hyper 212 Evo and the be quiet! Dark Rock 4. I have them both up in tabs and am trying to decide. I imagine they run comparably, but the Dark Rock 4 matches my mostly black with some white build better. The Dark Rock 4 is also the recommended cooler by Tom's Hardware, which I like to use as a resource.
I also looked at the Cooler Master MasterAir MA410M but that might be too much RGB for me. Only RGB thing in my build is on my motherboard and it's just like a pulsating red light.
A true first world problem deciding if an all-black cooler is worth an extra $50.
I've compiled all the parts I recommend in a PCPartPicker list below for your convenience. Now, allow me to go into a bit more detail. I didn't include a cooler because the Ryzen 5 2600 comes with a rather good cooler in the box for stock operation and modest overclocking. If you want something with a bit more power, you can't go wrong with the Hyper 212 EVO. You mentioned you were planning on purchasing a GTX 1070 as well, so I included that in the list as well.
As for Ryzen and emulation, Intel does tend to be slightly better with emulation due to having faster single thread performance, but the advantage is slim. Emulators are beginning to to take advantage of more threads as of late, and that's where Ryzen excels. Take CEMU and RPCS3 as examples. While Intel is a bit faster in Cemu, Ryzen actually outperforms their chips in RPCS3. With every said, Ryzen is just fine for emulation. Price/performance wise, AMD reigns surpeme.

I concur with other, a beefier cpu would be great, and it doesn't really have to be the latest series. Also whatever cpu you decide I would throw in a cooler master hyper 212. It's a fairly affordable cooler, it's air cooled, so no liquid, and it's quite popular for being efficient and affordable.
EDITED:
Save $110 by getting a Cooler Master Hyper 212 Evo instead of the Liquid Cooler. I saw a few youtube benchmarks (comparing the 212 Evo to the h100i) that the 212 Evo only lags behind the liquid cooler by 1*C. If you don't want to use the stock CM fan on the 212 Evo, just buy one Corsair SP120 for $13 on Amazon, and you'll still save $97. Liquid cooling is great until it leaks all over your $3000 setup Google-> h100i leaks (and other models).

It's a stock Intel cooler but I have this on the way. Is 83 C dangerous? That is the highest it has ever gotten, it usually runs about 78-80.

Go with whatever you feel safer with, There's no shame in not having a liquid cooler... If anything, get the 212 Evo, its cheap and it gets the job done. Plus its pretty much silent, much quieter than that loud ass stock fan.

Depends. From what I can see here I'd say that a Hyper 212 Evo would be much better than the stock, although it doesn't necessarily look the prettiest. From what I know about the Fractal R4 you could also put in a Corsair H100i V2 for only about $110 more than stock.

I think ill wait until I get my heatsink before I start overclocking -- What temp ranges are ok? Does uping or lowering voltage contribute to increase/decrease in temp? When I oc, can I just leave it overclocked or do I have to turn it on and off. I assume it depends on how much your temps fluctuate over a period of time. Any way to monitor this?
Is the goal of of successful OCing to have the highest GHz with the lowest voltage? Is 1.325 considered high or low (what are the general ranges)

4 year old CPU fan won't start. It would kind of budge and I could give it a shove to get it going, but now it sits still for a few minutes before slightly wiggling and I can't manually start it any more. Smart Fan is disabled, I don't have any other fan headers to test it out on. I checked if anything was blocking the fan, but I could easily rotate it without hitting anything. Cleaned with air just in case.
What's my next step? I'm not sure if the motherboard or the fan is at fault, but would this be a time to order a new fan?

LinusTechTips did a video on positive vs negative air pressure and found the difference in temperature settings was negligible at most. Positive air flow, however, should reduce the dust that enters your pc, assuming you have dust filters over your intakes.
Liquid cooling should not be remotely necessary. Yes, it will improve performance over air cooling, but for most users air cooling is plenty good. /u/smgswattted, are you using the stock cooler? if so, get an inexpensive aftermarket (hyper 212 evo probably still best value) instead. Make sure you also have at least one case fan.
As far as airflow, this video shows that the key factor is having an adequately sized heat sink.
Personally, I'd wager your problem stems from bad/old thermal compound (and possibly using a stock heat sink). [This](https://www.youtube.com/watch?v=Q2p6Hk4IfqI} video explains what thermal compound is, and this video talks about how to apply it most effectively.
That said, /u/desuemery's list is very comprehensive/covers all the bases, but personally I'd suggest just getting that hyper 212 cooler and some new paste before getting liquid cooling or anything fancy unless you just want to be cool. That and get dust filters.

I think you're being scammed. That's just a stock cooler that usually comes free with non-K Intel CPUs. You won't be able to overclock with it. Buy a third party cpu cooler like this one.
About the other components:

GTX 960: for a better gaming experience, it's better if you downgrade your motherboard and cpu and use the money to buy a better GPU like an RX 480, R9 390, or GTX 970.

First things first: a liquid cooler will in no way reduce the heat in your room. the heat is coming from the CPU and the GPU for the most part. the cooler is just drawing that heat out of the CPU/ GPU, and getting it out of your case. The type of cooler you have is not going to affect the amount of heat generated and expelled into your room. ( A more efficient CPU/ GPU will reduce overall heat production.... think RX480 / gtx1070..these will reduce heat in your room vs the older GPUs)
By "air cooler" I just mean a CPU cooler that is not liquid cooled.
Good non-liquid CPU coolers are very efficient, will be MORE than capable of keeping you CPU cool, and generally make less noise than a liquid cooler. Liquid coolers are very niche, and are really only needed if you are overclocking to the MAX and creating a hell of a lot of extra heat in your CPU. For the most part people choose liquid coolers because they look cool.... or sometimes because they plan on stressing their system to the max.
The go-to cooler for most people is the Cooler Master Hyper 212 EVO. This guy just works, and you wont need anything more expensive: 4.5 stars with 5500 reviews on Amazon:

Is it a K model? If it is you should be able to OC it and it would be worth spending 30 bucks on a cheap cooler like the Evo 212 and OCing a little. I googled for like a minute but people are reporting an OC to 4.5ghz with this cooler.
Thats about the same OC I got on my 8320 and I cant help but think youll see a massive performance increase in CSGO.

What he said. The idle temps are pretty high indeed. Also you could consider an aftermarket cooler. Is your ambient temperature high as well? (is it hot in your room?)
High ambient temps, lots of accumulated dust. It could be anything. If it causes your PC to crash though you should really use a temp monitor program and check if you are getting >90 degrees. If that's the case, dusting off your CPU fans is a good first idea. Reapplying thermal paste is a good practice as well every 10+ months. There are also good aftermarket coolers that can help with high temps.
GTA V seems to have a well known problem with FRD even on the lowest settings on a high end pc. HOWEVER, since your CPU is maxing out, I would make sure to change the stock cooler. The one I have linked is the most popular heatsink out there as far as air cooling goes.

A passive cooler wont be enough to keep it from thermal throttling/hitting the safety shutdown temp. That is the style cooler to look at just with a fan or two on it. Hell even a hyper 212 evo would be a decent choice for stock/moderate overclock but keep in mind it has significantly less surface area than the NH-D15 so the fan will spin at higher RPM thus creating more noise.

Your CPU is running dangerously hot -- I would suggest getting a Hyper 212 EVO or a Corsair H80 if you're willing to spend a bit more.
It does it automatically, as long as you have a modern motherboard. That said, unless you enjoy loud fans, get an aftermarket fan because the one that the Fx6300 ships with is completely useless and unbelievably loud. You might wait until you boot yours up to decide though.

212 EVO is actuially more than enough for most builds and is 30 bucks or less and great performance to price ratio, Noctua you want is little better but not twice the price for 10 celsius cooler

All in all, it's a good build. Although I'd recommend an EVGA card instead of MSI, just because of EVGA's superior customer service. That's just my personal opinion though. K version CPUs are unlocked and intended for overclocking. Z branded motherboards are also meant for overclocking, so if you don't want to overclock, you could always save some money with a non K version CPU, and a cheaper motherboard. If you are wanting to overclock, I'd suggest water cooling. An AIO water cooler would do, but if you want air cooling, I'd suggest getting a Hyper 212 EVO or the Cryorig H7 if you can find a Canadian retailer who sells them.

Currently with about 5 reddit tabs open with a 4690k and R9 390 using a Hyper 212 cooler I am at 41 degrees. Hit about 70 under load in games.
Your current temps are more than fine whilst on idle, and to be expected whilst under heavy load. If you want to fix that, pickup a Hyper 212 for $30. You won't regret it.

Alright thanks. I thought I would have to upgrade the PSU and already had that factored into my budget. If I didn't care so much about streaming and I would rather be able to game then stream later, is an AMD A10 processor fast enough for the R9 380x? Is that a dumb question?

So the fan that I saw recommended is this should I get it just to be safe? I didn't really think I needed it but maybe if I do some more resource intensive gaming and work it might start to warm up?
92's bad, you should consider replacing your CPU heatsink or at least re-applying thermal paste.
Consider the Hyper 212 evo, it's cheap and it works well.
Perhaps look into getting a aftermarket CPU heatsink, that would help with your temps. On second thought, you might not be able to fit one of those monsters in this case though. I'd say look into a bigger case (with more fans) and a new CPU heatsink (like this!)

I've tried logging into my old pcpartpicker account to find the case I have but it's been so long I can't remember my login (and password reset email isn't sending... hmm). I do know I have this CPU fan (or something similar) and this Graphics card. I'm pretty sure the loudest component is just the case fan, and the fact that my case has an open fan grill on the top. I tried placing a towel on the top to dampen it, but it barely helped.

Overclock that beast, grab a $30 aftermarket cooler and most 920's get to 4.0 Ghz. Mine maxs out at 4.2. Hell even 3.6 Ghz will breathe new life into it. Plus its fun to over clock! Let me know if you need any guides or resources on t!
My first thoughts are:
- Did you make sure to clean off the CPU well with a high % isopropyl alcohol and what did you use to wipe off the old paste? Usually Microfiber towels, toilet paper or q-tips work well enough.
- What method did you use to apply the paste? The "pea-method", the spread method, or an X?
- Did you make sure the cooler was fastened down tight enough?
If you have done these things, either way, I'd recommend trying to reapply the paste and make sure you are using the right amount. If you get the same results again, then I'd recommend getting an aftermarket cooler. There is a very good chance that the cooler is the problem. Many people use the Cooler Master Hyper 212 EVO because of the awesome price/performance you can get with it. This would be the best next step to solving your issues. Just make sure your case has enough room for it first.

You NEED a better cpu cooler, heres a good budget one that will fit your build perfectly and provide you with low temps, also take a look at the cryorig h7 but i dont know if they ship to canada or not.
The pre-applied thermal paste should be more than enough. You might see a couple degrees decrease in temps with the aftermarket stuff but I wouldn't expect much unless something is wrong with the current paste.
If worst comes to worst just buy a nice aftermarket cooler like the <strong>Hyper 212 EVO (air cooler)</strong> or the <strong>Corsair H100i GTX (liquid cooler)</strong> for much better cooling.
If THAT doesn't fix it then you MIGHT have a faulty CPU (very unlikely)
If you can fit it I say the hyper evo 212 cpu cooler, it will save you $50 and is a beast. But it's big.

I am going to keep an eye on my temps with afterburner the next time this happens though. Since it's been happening in the middle of the night after I have just fallen asleep I haven't went to the other room to check when it happens besides making sure nothing weird was going on with the PC.

Mobo is just an easier way to alliterate a motherboard which is what I linked. If you budget can afford a CPU Cooler, it never hurts to include only if your budget allows. This is what I have attached to my CPU. Kinda a bitch to attach, but helps! And you don't need one, but it's a cool spec.
i actually stick to Amazon and newegg (and maybe NCIX, I ordered two things there and while they were ok they double charged me for my GPU putting my account several hundred in the negative) because so many other stores want to charge 10+ dollars on shipping and still take over a week to deliver it, at that point i'd rather just eat the 15-20 dollars im "saving." But always check out /r/buildapcsales before actually buying anything, you'll usually find at least 1 or 2 things you can save money on if you're doing a complete build.
oddly enough check staples for any parts you find on the cheap, they'll price match if you contact them via phone or online chat support, and they offer 2 (or 3 i cant remember) shipping. on my first build I had them price match an i3-4130 that was an in store only deal at microcenter and I got it for ~90 bucks, saving me 30 or 40 bucks.
Besides that your build looks fine, the only issue I see is the CPU cooler, you chose the 212 plus, which is still a good cooler, but the slightly newer (and very slightly better) 212 evo is like 3 bucks cheaper, and qualifies for free prime shipping (and if you don't have a prime account you should really sign up for the free 1 month trial before you order anything, 2 day free shipping is a godsend) not a huge deal but no reason to spend money you don't need to.

Looks good. The Motherboard and Power supply should work fine together. I actually have that motherboard in my rig right now, I think its a great Motherboard. Stick with the I7-4790k. You're also gonna need a heatsink, I recommend This One I use that heatsink with my 4790k, and it keeps it at about ~50c-60c while playing modern games. Also, the GTX 980 should be able to handle new games fine at high settings.
My stock cooler is not cutting it for my I5-4570. Is the cooler master Hyper 212 EVO a decent choice? I like some cpu intensive games like Cities Skylines, and ESO. Stock cooler has been letting me get into the high 80's frequently. Also what is most suggested for thermal liquid/paste these days?

I recently fixed a very similar problem with my own machine. It was making all my games slower than they used to be but the difference was far more apparent on 7dtd than any other I tried. Most everything else I own still played just seemed like it wasn't up to the level it used to be. Turned out to be my cpu overheating and this computer being my first with a modern enough processor that it underclocks itself to avoid overheating I didn't think of that until someone asked to see a system spec report and I noticed I was idling around 70c. Once I found out this was the problem I tried cleaning the cpu heatsink/fan and it barely made a difference. Since I also happened to be out of thermal compound at the moment I just ordered a better cpu cooler at the same time. Now it's back to being butter smooth all the time and my temps even under full load never go over 40c.
The cooler I got and highly recommend if you're on a budget and not trying some super high overclock is this one. It will come with it's own tube of thermal compound in the box so no need to buy a separate tube. This will not only keep your cpu nice and cool no matter how hard you work it, but because of how it's designed the heatsink is placed in a much easier to clean position for later when it will (just like all heatsink/fan combos will) eventually get too dirty to cool and need to be cleaned.
Considering you have a 4690 I don't see the need for liquid cooling as overclocking isn't an option. Instead I would probably invest in an air coolder such as THIS.

Your temperatures aren't horrible, but they aren't good either. Try to clean out your computer and do a bit of wire management if you can to keep it open and let air flow through it more easily.

I'm not sure if I misread or skipped over the temperatures originally, but 45 idle and 80 load is just a bit on the high sid of regular, especially if you're using a stock heatsink. You may want to look into an aftermarket heatsink such as the Cooler Master Hyper 212 Evo. You can also look in your BIOS for something along the lines of "Emergency Shutdown Temperature" or "Safety Shutdown Temperature" and raise it higher (the standard is 100c, your mobo may just be set low).
I'd need to know the case because good CPU coolers are tall and on smaller cases won't fit due to their size.
Otherwise I'd recommend the Hyper Evo 212, which is the best budget cooler for a good price.
For fan options I'd need to know the case as it'll let me determine whether or not you need a new case and what fans of what sizes can be mounted inside.

Alright. In the meantime, I've decided to invest in some quality cooling. The Cooler Master 212 is almost universally acclaimed as being awesome, and some GC Extreme thermal paste to put it on with seems like a good idea. Case fans on the other hand, I'm not sure about. I've been going off this list, as I do not care whatsoever about noise, and I would stick a jet engine in there if I could. Are there any fans you would recommend, with noise being at the bottom of the priority list and shipping speed at the top? (I need to finish this build before the 22nd.)
Its really not hard,when i didnt know how to overclock, i searched on forums and i read through it. after just 30Minutes i knew how to overclock, at the first moment i was scared to overclock my CPU, because i thought i'd break the CPU or damage it,which is surely not the case. It might have some effect, but even then the difference between them would be pretty minimal.

Exactly! I keep the temperature in my apartment at about 74F and I recently upgraded to the CoolerMaster Hyper 212 Evo from the stock cooler. It is supposed to be the best air cooler you can get and for only about $30 it is a steal. It also helps I have 2 of these Noctua case fans as my top pull fans.

I just installed this one in my rig yesterday. I've never bothered overclocking, but my stock cooler was getting incredibly loud even after cleaning. I installed this and now my machine is whisper quiet. I would recommend it. CoolerMaster has some cheaper ones too, but this model is a pretty well regarded air cooler.
Edit: Since you said you are looking for a low profile cooler, you should know that this cooler is pretty big. You'll need to make sure it can fit in your case.
Let me start off by asking what case you have. Or what the model number of your computer is so I can find pictures of it and see where you can put fans.
The easiest route is to add more case fans. Adding them wherever you can physically put them to increase airflow in your case.
Another option as other users have said is put a new heatsink on it. I recommend the Hyper 212+ as it is the cooler I use on my CPU and it stays below 40C even while playing GTA V on ultra.
If you do end up buying another heatsink, please do yourself a favor and pick up thermal paste, I use Arctic Silver with the Hyper 212+, and my temps are very low.
The only issue is it is a LARGE heatsink so you might not have the room for it, but I would definitely consider it.
To put the new heatsink on, you'll have to remove the old one very carefully, then clean off the surface of the processor so there is nothing there. Then add a dollop of fresh thermal paste, slowly put the new heatsink on, and attach it to the motherboard.

Your processor is okay for gaming, but it is designed for overclocking and that chip will have large gains (from what I've heard) when overclocked. Something to think about... You don't have to, but as a rule I like to get at least a Hyper 212 EVO to keep the CPU cool. It's not too expensive and it's a very well-regarded aftermarket air cooler. Those stock coolers can get really loud and don't do a very good job of cooling.
You'd need the Z97 mobo which runs about $30 more, and you'd need some kind of cooler. Wow, that cooler is a real blast from the past. It was a groundbreaking design back in 2006 and is still probably pretty decent.

I think it might be a cooling issue. I took my small personal fan from my desk and had it on full blast pointing into the open side of the PC case. I was able to play two missions with no problems whatsoever. This is confusing for me as I'm not sure what could be overheating. The CPU temps seem fine according to CPUID, never going above 40C with or without the desk fan (plus the CPU has the massive 212 Evo attached to it). The GPU temps never go above 70C. Could the mobo be overheating? To answer your questions I'm not really looking to OC anything as my hardware should be able to handle games fine (BF4 was running 60+ FPS on ultra just now), I just want my system to not BSOD. The GPU was just bought the other day so unless it's factory OCed (if that's even a thing) it should be fine (exact gpu I have link. I'm running 64 bit Windows 7, and I bought the PC from a kid off craigslist who wanted a PS4 instead.

Wouldn't worry about it, but I would recommend investing in a cheap air cooler such as the Hyper 212 evo. Recently purchased one for my fx8350 and doesn't go over 45C while stress testing. I didn't overclock it however.

Overclocking (imo) isn't worth it, as you lose your warranty on whatever you're doing it on, shorten it's lifespan, and increase temperatures, all for a usually mild 2-5% FPS boost. If you wish to overclock anyways, definitely purchase a third-party CPU cooler, such as a Hyper 212 EVO.
Would also recommend the hyper 212 evo. You can get one for about $30 here. These are some of the most popular air coolers. You can also swap out the fans to make them whisper quiet.
I have a PNY GTX 980 and had a PNY GTX 680, they have been very reliable cards for me. (Total of 3 PNY cards, can't remember the last one.) Your case sounds fine, what size are the fans? How much CFM are they pushing? Only way to bring down your CPU temperature is to get a better fan. If you feel fine about spending 1300 dollars, I guess its fine, but I just feel like you could save yourself a lot more money without missing major performance. 16 gb seems like a lot to start out, your mobo has 4 slots so I would start with two paired 4gb and if its really necessary get another pair of 4gb. Yes it's okay to overclock but the stock cooler doesn't have enough cooling power to handle the extra heat that the overclocked processor will produce. Something like a Hyper 212 EVO is a great low cost solution for overclocking if you have the physical space.

Its possible you aren't properly cleaning off the old paste, improper paste technique, or your heatsink/fan is not working properly.
What was the procedure you followed to change the paste? have you thought about buying an aftermarket heatsink?
I highly doubt a BIOS update will change anything until you get your hardware in order first.

I always remind people to not cheap out on heatsinks for their processor. stock sinks are crap and noisy as hell. My old sink fan sometimes ran up to 4200 rpm and it sounded like a jet fan. I will always recommed liquid cooling and it's generally pretty easy to set up. If you want a traditional heatsink, I highly reccomend the CoolerMaster 212 EVO. Make sure you get a mid-size tower or the heatsink will not fit. this sink uses 120 fans and is as silent as the other fans. my pc temp dropped about 8 degree celcius. no lie. good luck.

As for your build, I would go with a more reputable brand of power supply. You should be fine picking from the following brands: Corsair, EVGA, SilverStone, Seasonic.
If you wish to overclock (I assume you will be since you chose a k model processor) you will need an aftermarket heat sink. The Cooler Master Hyper 212 EVO works very well.
I love the ascetics of all these parts and the red should work well together. I recommend looking into the NZXT red h440 as a case.

If I am overclocking an i5 4690k on an asrock killer board should I get a cm hyper 212 evo or a cm seidon? Would air or water be better here? I am not so worried about price but rather a good aftermarket cooler. I am not willing to pay more than $50 for cooling. My case would be able to fit the 212. Also, if I put in high profile RAM in the slots furthest away from the cpu, the outermost set, would I be able to fit the 212 or would i need to get low profile RAM?
The Hyper 212 Evo is a favorite around here, and not too expensive if you haven't heard (which you very well may have).
OP hinted he wants to game on a 144hz monitor so more CPU grunt will be really beneficial in a lot of games. I think his CPU (that's in that linked build) will bottleneck on a good number of games at 144hz, especially newer games with more/better AI. Of course it also really depends on the games OP wants to play.
I have a 780ti for my 120hz monitors and would easily be bottlenecked by my 2500k in a lot of instances if I didn't overclock it. I wouldn't recommend a processor that's bought now for a similar purpose to be weaker than what I have at the moment (which is actually almost 4 years old now, how time flies).
OP for the most part people in this sub will give you ideas on what you should and shouldn't include for a lot of reasons. Your current build is fine I would just change your motherboard (unless you are fine with micro ATX in a mid tower case), CPU and potentially your power supply. Everything else is pretty much good to go.

Yeah the Borderlands engine is almost entirely CPU-bound. I get the same FPS with my 560 ti as I do with my 970 in BL2. Basically your CPU is working really hard when playing it. Still, you definitely shouldn't be getting anywhere near those temps. Without seeing your actual computer in-person, all I can really give you are the most likely causes and solutions.
(most likely cause) Check if your cpu cooler is seated properly and making full contact with your cpu. Also just to make sure, check if there's one of those really thin clear plastic stickers on the copper contact of the cooler or the top of the cpu. I've seen it happen before.
(second most likely) Did you apply thermal paste/compound when you installed the cooler? If so, how much did you use? Usually a tiny squirt the size of a grain of rice right in the center is adequate, any more and it can be counter-productive. ---------- If not, did the cooler have thermal paste pre-applied?
How's the airflow in your case? How big is it? You usually want to have more intake fans than exhaust fans. Is your gpu getting really hot, too or is it just the cpu?
^ It could be something other than those 3 causes, but it's almost definitely related to one of those.
Download Realtemp if you haven't already...really good program for measuring accurate cpu temps.
EDIT: I actually looked into this a bit since I was curious and a lot of people online (and also a RL friend of mine) with the same CPU had the same problem. In almost every case, buying a 3rd party cooler fixed the problem. The 4790k is apparently just a naturally hot CPU since its base clock on all 8 cores is 4.0 ghz.
If none of the above stuff fixes your problem, I'd recommend getting something like <strong>this</strong>. It's widely regarded as the best price/performance CPU cooler and it's super affordable...but kind of hard to install. I personally have that cooler with my i5 2500k @ 4.5-4.7 ghz and I never go above 71°C. It's amazing, just a real pain to install.
If you want a slightly better cooler thats way easier to install for $20 more, you could get <strong>this</strong> instead.
Really ambitious for a first build. For next time (or this posts edit) give a little insight into your intended use/workload, so we can tailor advice to your situation. A few points:
The 4690*K* isn't worth the money if you're not planning to overclock. Even if you are planning to, you could do a little more research, save money and just overclock a 4690 (non K part).
Liquid cooling isn't even remotely necessary if you're not planning to overclock in this case. If you're looking to do a modest overclock, you could get away with the 212 Evo everyone here seems to love or any other solid performing air cooler.
Performance in games don't benefit greatly from higher RAM speeds, and as such you could save a little money spending less on RAM running at 1600 or 1866 mHz.
The SSD is insanely expensive for what you get. Straight up. There are similar portable ssds for that money. Calm down. You could get a plethora of drives with similar capacity and performance for almost half the price. I've heard good things about this one
Talk to a few more nerds before going out and buying all the parts, since while you're not buying any low quality parts, you're probably spending a lot more than you need to. Good luck with the build.
The 290X uses a lot more power than the nVidia alternatives, and AMDs software (RaptR) that takes advantage of the built in encoder for streaming (which negates the need for CPU overkill) is more intrusive in design and obtuse in use compared to nVidias offering (Shadowplay). A GTX 970 is the obvious alternative with it's similar price and slightly better performance, but in using the nVidia GPU for streaming, you could save enough money on the CPU and cooler (and PSU if absolutely necessary) to grab a GTX 980, which performs far better than the 290X.
Worth noting also, is that most (if not all) Core i parts from Intel have Quick Sync built in, which uses the onboard graphics, which are barely ever used, to encode video for streaming in OBS (and possibly xsplit but don't quote me).
You don't need an unlocked i7 for streaming or gaming. An i5 4690 would be a better fit for those tasks alone. The i7 is more for heavy video editing and other productivity tasks.
The i5 4690 is still overclockable, but you save an extra 20USD or so compared to the 4690K, which simply makes it easier to OC. It ultimately comes down to how much homework you want to do. If you're not looking to overclock, you don't need the water cooling. If you're only wanting to do a modest OC, you could go for the cheaper (CM 212 Evo)[http://www.amazon.com/Cooler-Master-Hyper-212-RR-212E-20PK-R2/dp/B005O65JXI/ref=sr_1_1?ie=UTF8&qid=1424624026&sr=8-1&keywords=212+evo] or any other highly rated air cooler.

Building the PC shouldn't need anything more than a phillips head screwdriver and a container to hold all the screws to make sure you don't lose them.

The maximum TDP of the Cooler Master 212 is 180W. That means it can only effectively cool a processor of up-to 180W. The FX-9590 is a 220W processor; your heatsink simply can't keep up with it. I would suggest something like the Corsair H100i.
My i5-2500K has a Hyper 212 EVO on it inside of a HAF X case with a few extra aftermarket fans throughout. My Radeon HD 7970 is the dual dissipation edition with better thermal paste applied.
The Sandy Bridge series is well known for being fantastic for overclocking which is why people were getting them even with the newer chips out. You can just keep pushing them, even on air.
The h80i from corsair is a good choice, runs quite and should keep the CPU nice and cool, however you don't need a liquid cooler for a locked cpu, unless you have the 3770k. If you want a cooler that will keep it cool and quiet with great price/performance look at this hyper 212 evo.

I would do a Hyper 212 honestly. Temps will be within 5% of the Noctua, they're just about as quiet, and cost a third of what the Noctuas run.

And I agree - my current A8-5600K went from 3400 to 4300 which turned it from useless to passable. I doubt the difference here will be anywhere near that caliber. I don't overclock for the sake of it - wasting time and electricity + heat for 1fps or 15 seconds off of a render isn't worth it to me.
Having 2 cores meant that I had to gut Windows - often causing bugs I had to fix in the process - and prevented me from running some programs (or required extensive gutting) due to the CPU usage. I'm hoping that going from what seems to be 2 cores to 6 cores with 12 threads and better per core performance will make my every day experiences better in addition to cutting time off of renders and bakes.
And juuuuust maybe I can use the viewport settings that give me a better preview of what's going to be in the final build without turning the area into a furnace while those glorious 15 frames per second are churned out.
NVidia is my go to for this simply because CUDA cores are required for a lot of things + Vega isn't exactly killing it :/
My R9 270 is decent and I'd go to a 1060 if not for the 4K TV, the obvious factor that I'll use / need the extra horse power and VRAM, and my desire to check out VR.. which feels like a societal pressure to have a baby but instead coming from within - I know it's not ready yet and I'll just be disappointed but I'm also kinda tired of waiting, anxious to have experienced it, and could die at any minute because I'm a bike rider xD

If you can save up for it, I'd do so for the sake of future proofing - you might want higher resolution someday as 1080p is getting old now. If you're sure you have no intention of going above 2550x1600, you can get away with the 1060, save money, and still be prepared enough for the future. Still just get the 6600K, though, if your purpose is gaming. Hyperthreading doesn't get you much for that usage.
On overclocking: No, it's not at all difficult with unlocked chips. Get a half-decent cooler (the 212 evo will do just fine) instead of the stock one, and you should be good to go. You can find plenty of guides online for how to do it, and as long as you don't do anything blatantly stupid you literally cannot break anything.

I was having similar issues. I5 CPU running at 70c when gaming. I replaced the stock CPU fan with this, now running at 50c full load.

No worries. Here's a really highly rated fan. It's high quality and well within your budget. Just make sure your case has enough clearance for it, but you won't need to worry with most Mid tower cases and no worries at all if it's a full tower.
All looks pretty good, but there are a few parts where you're definitely paying too much. Liquid cooling isn't necessary unless you're going for the most extreme overclocking, and I mean extreme. The average overclocker will be happy with a Hyper 212 EVO for his FX-8350.
Also, your power supply is way bigger than necessary for a GTX 770, but not enough for SLI if you want to run two of them later. Either tone it down to a PSU like this one or move up to something like this.
Last thing: Don't get the 4GB version of the GTX 770. The memory bus isn't big enough to take advantage of it. You'll be happy with the 2GB version :)

I have similar idle temps on my PC, and also when I game. Right now I'm just planning on getting a simple Cooler Master Hyper 212 EVO Cooler here.
- CPU: check
- CPU cooler: I have and love this one
- Motherboard: check
- Hard drive: I have and love the 64gb version of that hdd!
- Video Card: I have and love this one. I suggest you get this one since you want more power. EVGA is always the best way to go for graphics cards.
- Case: I have and love the red version of that case. It reaallly keeps everything cool. I have never seen my graphics card go above 75c, even after hours of gaming.

Some suggestions if you are willing to spend a little more:
- If you buy a 1-2TB WD Blue (or something similar but WDs are the industry standard) you can boot the system off the SSD (so it will be fast) but then have a large amount of storage for your games/large files
- A 3rd-party CPU cooler (for example the Cooler Master Hyper 212 Evo) can reduce CPU temperatures by like 20°C, in turn boosting CPU performance substantially.

The 9900k is at least 10% better in 99% of games , and u can get a decent air cooler for $30-$40 (like the Hyper 212) not to mention it will be better than AMD’s Wraith cooler. This makes them basically the same price. And depending where you buy it from, the 9900k + cooler is actually cheaper than the 3900x.
The 3900x is the better choice for people who do any type of content creation, multitasking, multiple monitors, etc... but if you’re purely gaming (like me and the majority of gamers) than the 9900k is clearly the better option.
It’s the low/mid range builds that AMD is dominating. The 3600 is incredible for the price. However intel is still king of the high end builds.
I’d also recommend a better CPU cooler than the stock, as they’re usually pretty bad.
