edit: and if 7.1 is necessary it's $10 more on Amazon, I know it's more costly but it's kinda worth something that will last for years with proper care

I've had them since June of last year and they're still in perfect condition after almost every weekend use. You can detach the mic so it can look like regular headsets and the mic is crystal clear according to my friends. Been using it on the PS4, Switch, Vita, 3ds and my phone. You can adjust the volume on the headset itself and mute the mic if you need to with a touch of a button. There is a wireless version that claims to have 7.1 surround but that's only on PC with the use of a dongle. This is the first headset I've used that didn't bother my big head playing hours upon hours.
I have the Corsair HS50's. Great construction and very comfortable with not that bad of a price tag either.
For half the price I use the new Corsair headset that is really nice.The quality of the mic is through Discord and is made to reduce ambient noise and so far my friends tell me how nice it sounds. It's also very comfortable and constructed very well.

That is an acceptable price for the Cloud 2's (Pro).
If you can use a semi-open back design headset I would consider the Corsair HS50 for the same $70 price over the Clouds.
If your budget can go to around $100 step up to the Cooler Master MH-751 for a much better option that the HS50 or the Clouds.

Budget - Would like to spend no more than $20.00 on a pair.
Source - My PC, for when I want to use it without having to put on my current headset.
Requirements for Isolation - None required.
Will you be using these Headphones in Public? Occasionally, if the sound quality is better than my Apple earbuds and worth plugging into the dongle for use with iPhone 7+.
Preferred Type of Headphone - IEM
Preferred tonal balance - No preference. A balanced pair would be fine but I'm not against a pair with lots of bass.
Past headphones - Cheap ones that I didn't care to remember the name of, but I am currently using these for my PC.
Preferred Music - No preference.
What would you like to improve on from your set-up - Nothing, would just like an IEM as an alternative.

There are a ton of free games I'm sure he'll love, Fortnite, Warframe, Trove.
It comes with an HDMI cable. Maybe this headset would be good, i know its quality and decently priced.
Judging from the price trends on it, you're going to be waiting a while. I haven't seen the Core a worthwhile price since a bunch of retailers cleared stock last year.

I'll give one example. The Corsair HS50 is $50 right now and in this video for example he sounds pretty good.
You'd have to buy a $10 Chinese knockoff and even then it probably wouldn't be that terrible.
